renewable energy to 15%, develop intermediate milestones, and develop a policy
to ensure compliance with the energy code.

• secure funding of the Mason Street Corridor in a timely fashion.
• adopt transportation strategies for Downtown Fort Collins that will reduce the
need for parking while at the same time increasing the attractiveness and viability
of the downtown area.
■ adopt 1.5% annual increases in electric rates, with the requirement that the money
be used only on effective energy conservation and renewable energy programs.
• approve the Transportation Master Plan with some serious concerns about the
lack of funding for alternative modes of transportation and thus the continued
emphasis on the auto.
■ adopt the proposed amendments to the following sections of the international
residential code: interior moisture control and ventilation, energy conservation,
and radon (active mitigation).
The Board took an active role in developing the Air Quality Plan, with several
