A regular meeting of the Human Relations Commission was held on March 3, 2003 in the CIC Room,
300 W. LaPorte Avenue.
HRC Members present John Coleman, Ken Gordon, Jr., Rita Klepac, Parker Preble, Erik Miller

I. Call to Order. The meeting was officially called to order by Chair Ken Gordon, JR. at 5:50 p.m.
II. Approval of Minutes. Rita Klepac made a motion to approve the minutes of February 13, 2003.
2003. Parker Preble seconded it. Those present voted unanimously to accept the minutes without
change.
III. Subcommittee Reports.
Diversity Subcommittee No report.
Human Relations Award Subcommittee. No report.
Police Subcommittee. No report. (A discussion regarding the continuation of interaction with the
Citizen Review Board was delayed to a later time.)
IV. Liaison Reports
Northern Colorado Multicultural Coro. Parker Preble attended the last meeting of the NCMC. He
distributed copies of the March 6 Agenda and their proposed revised by-laws. Copies of both are
available in Commission files for anyone who'd like to review them. A discussion of the need to
attend all NCMC meetings was delayed to a later time.
V. Old Business.
HRC Retreat. Barbara Catbagan-Spalding of the City's Human Rights office will facilitate the
team building/visioning work the commission hopes to accomplish at their retreat on March 14.
Commission members hoped to work on a better understanding of their fellow team members
(their individual and collective goals,) how that fits into the team, how the commission fits into
the community, and how this mix of people can "vision" and attain their goals.
City's 2004-2005 Budget Preparation. Staff Liaison Angelina Powell shared information she
received from the City's Budget office. Basically now is the time for the HRC to submit policy
and service suggestions for consideration in the development of the City Manager's 2004 and
2005 recommended budget. Any comments or suggestions, either enhancements or reductions, for
the recommended budget should be addressed to City Manager John F. Fischbach and should be

forwarded to the Budget Office by April 28, 2003. The commission will spend some time before
the April 28`h deadline to explore the possibilities.
HRC Honored by Bahai' on March 20. HRC members and their families planning to attend the
Bahai" Naw Ruz event on March 20 are Jack Coleman (4), Ken Gordon (4), Mary Gomez (5),
Erik Rush (1), Christina Serrano (1) and Rita Klepac (L) (NOTE: The event was subsequently
cancelled due to the `Blizzard of 2003')
VI. Announcements
Cultural Film Series at CSU Films such as Mississippi Masala and Farewell my Concubine are
being shown at the CSU theater at Lory Student Center. Normally they're held the first or last
Thursday of the month. Please check the CSU Film calendar for more information.
City Library Series. A series that includes The Grove of the Firefly (about Japan and WWII) is
being held at the City Library. Call 221-6740 for more information.
VII. Adjournment. Park Preble made a motion to adjourn. Erik Rush seconded the motion. The
meeting was adjourned at 6:15 p.m. The next HRC meeting will be April 10, 2003, 5:30 p.m. in
the CIC Room, 300 W. LaPorte Avenue.
