SUMMARY OF MEETING: LPC discussed proposed changes to the Land Use
Code concerning future large infill buildings in downtown. LPC approved
plans for parking lot lights on the rear of the Armstong Hotel, 259 S. College
Ave., and re -roofing of the Dr. Sadler House, 628 W. Mountain Ave., and asked
to see conceptual plans for a porch enclosure at the Sadler House when they
are available. Members also viewed "The Wrecking Ball of Progress," on
historic preservation in Fort Collins.
CALL TO ORDER AND ROLL CALL: Commission called to order by Chair Bud Frick,
Jr., at 5:43 p.m. at 281 N. College Avenue, Fort Collins, Colorado. Angie Aguilera,
Agnes Dix, Per Hogestad, Janet Ore and Myrne Watrous were present. Ian Shuff was
excused. Carol Tunner and Joe Frank represented staff.
GUESTS: Clark Mapes, City Planner; Steve Levinger, owner, for Armstrong Hotel, 259
S. College Ave.; Mary and Jerry Elley for the Dr. Sadler House, 628 W. Mountain.
AGENDA REVIEW: No changes.
MINUTES: Page 2 of the minutes from September 10, 2003, was amended to delete
Design Review of Soffit/Fascia/Roof Replacement from the title of the item under
Designation. Myrne Watrous moved to accept the minutes as amended; Agnes Dix
seconded and the motion carried unanimously, 6-0.
STAFF REPORTS: Carol Tunner introduced Greg Foster, new intern in Historic
Preservation.
COMMISSION MEMBER REPORTS: None
PRESENTATION:
Land Use Code Relating to the Downtown Strategic Plan -- Clark Mapes, City
Planner.
The proposed revisions to the Land Use Code Development Standards regarding
building height and mass reduction of larger buildings were presented. LPC made
suggestions for improving the proposed draft language concerning setbacks, step -backs
and height restrictions for new buildings in downtown. Discussion concerned whether
LPC could review new projects that could have an impact on nearby historic buildings.
Planning and Zoning gives final approval to larger projects; according to Joe Frank, LPC
could provide complimentary review only to give advice to staff.

CURRENT REVIEW
1. 628 W. Mountain Ave., the Dr. Sadler House -- Reroofing from Wood to
Asphalt, Conceptual/Final Review, and Porch Enclosure -- Complimentary
Conceptual Review -- presented by Mary Elley, owner and Jerry Elley, son,
introduced by Carol Tunner.
This property, built in 1906, is a Fort Collins designated landmark. The applicants
would like to tear off both a deteriorated wood shingle roof and the overlaying
asphalt roof and re -roof with Tamko Heritage 50-year laminated asphalt shingles
in Weatherwood color. The property owners do not wish to re -roof with wood
shingles, because they feel that asphalt shingles are less expensive, longer
lasting and more fireproof than wood. The asphalt shingles chosen match as
close as possible the old wood in design, color and texture, and staff
recommends the replacement.
Jerry Elley pointed out that the historical record is not clear whether the original
roof was wood or asphalt, and their major concerns in using asphalt are safety
and longevity. Mr. Elley said that there are spaced boards underneath the current
roofing system, so the LPC determined that it most likely was a wood roof
originally. No public money is being used for this project.
Public input: None
Janet Ore moved the LPC approve re -roofing 628 W. Mountain Ave.
replacing wood shingles with asphalt, as proposed. Per Hogestad
seconded, and the motion carried unanimously, 6-0.
Applicants have also expressed an interest in glassing in the front porch in the
future, and asked LPC for conceptual guidance. Myrne Watrous expressed
concern that porches are important defining architectural details. Although
buildings with enclosed porches have been designated, the question was
whether an enclosure should be allowed on a home already designated. Ms.
Aguilera and Mr. Hogestad said that it would depend on the design of the
enclosure. The LPC requested applicants to return with simple plans for the
porch enclosure for further review.
2. 259 S. College Ave., Armstrong Hotel -- Parking Lot Lights on the Building,
Conceptual and Final Review -- presented by Steve Levinger, owner,
introduced by Carol Tunner.
The applicant has submitted a request for two Lithonia Lighting metal halide
parking lot lights to be mounted high on the rear (west) elevation of the building
to provide the level of illumination required by the Land Use Code.

Staff recommends approval of the lights as a necessary public and building
safety feature. The proposed lights would have least impact on the space and do
not cover or remove any historic material.
Mr. Levinger explained that he had chosen to mount the specialized directional
lights on the building as opposed to reducing the number of parking spaces
available by installing light poles. Photometrics dictate the location of the lights
on the building to restrict the light to within the property line, and the light will
stream down the building to illuminate the parking lot while reducing the effect on
guest rooms.
The 17-inch-square mounting boxes will be surface -mounted 30 feet above the
ground into the mortar, not mortised into the brick if possible, and wholly
reversible. The color will be anodized bronze.

Janet Ore moved the LPC approve the parking lot lights on the building at
259 S. College Ave. as proposed. Agnes Dix seconded, and the motion
carried unanimously, 6-0.
OTHER BUSINESS
1. Young's Pasture -- Bud Frick asked about the status of the final plans for
Young's Pasture at the southeast corner of S. Shields and W. Prospect Streets.
The LPC was to see the construction plans to assure that the drawings are
similar to development plans approved. Karen McWilliams has been working on
this project. Ms. Tunner will ask her if the final plans will be coming to the LPC.
Per Hogestad pointed out that during the review process, the LPC was assured
no streetlights would be included in the project, but Mr. Frick had seen plans that
included street lights.
2. Training: "The Wrecking Ball of Progress," a Video of Fort Collins
Lost -- presented by Carol Tunner.
This 25-minute video traced the history of the City, its architecture and historic
preservation.
