Member Craig was absent. Staff Present: Gloss, Eckman, Jones, Barkeen, Wamhoff, Herzig, Vosburg, and Alfers. Director of Current Planning Cameron Gloss reviewed the Consent and Discussion Agendas: Consent Agenda: 1. Minutes of the November 1 and November 15 (CONTINUED), 2001 Planning and Zoning Board Hearings. 2. Modification of Conditions of Final Approval. 3. Resolution PZ02-04, Easement Dedication. (TORGERSON — CONFLICT) 4. Resolution PZ02-05, Easement Dedication. Recommendation Items: The Planning and Zoning Board provides a recommendation to City Council on the following items: 5. #25-02 Poudre River First Annexation and Zoning. 6. #24-02 Whitham Farm Annexation and Zoning. Discussion Agenda: 7. Recommendation to City Council for Adoption of Revision No. 1 to the Street Design and Construction Standards Titled "Larimer County Urban Area Street Standards." Vice -Chairperson Torgerson moved for approval of Consent Items 1 (less the November 15, 2001 minutes), 2, 4, 5 and 6. Member Carpenter seconded the motion. The motion was approved 6-0. Member Colton moved for approval of Consent Item 3, Resolution PZ02-04 Easement Dedication. Member Carpenter seconded the motion. The motion was approved 5-0, with Vice -Chairperson Torgerson abstaining from the vote with a conflict of interest. Planning and Zoning Board Minutes June 20, 2002 Page 2 Project: Recommendation to City Council for Adoption of Revision No. 1 to the Street Design and Constructions Standards Titled "Larimer County Urban Area Street Standards" Project Description: Request that the Planning and Zoning Board recommend that City Council adopt the proposed Revision No: 1 to the street standards titled "Larimer County Urban Area Street Standards." Staff Recommendation: Approval Hearing Testimony, Written Comments and Other Evidence: Mike Herzig, Special Projects Engineer, gave the staff recommendation, recommending approval. He stated that the street standards were adopted in January 2001 after a 3 or 4 year long project that was a joint effort between the Cities of Loveland and Fort Collins and Larimer County to develop common, comprehensive street standards. He stated that the need for revisions has come up since the standards have been in place and that the document is a working document which will require periodic updates and changes. He stated that Revision No. 1 is very comprehensive and will essentially replace the original book of standards. The new book will be put in different software and will have another tier of chapter numbering to make it easier to find information in the document. There are also other corrections and clarifications throughout the document. Public Input There was no public input. Public Input Closed Chairperson Gavaldon asked about street naming and addressing. Mr. Herzig replied that a new chapter was added to the book entitled "Street Naming and Addressing." He stated that the towns in Larimer County had entered into an agreement to use a street naming process that is now on the County internet site. The idea was to add that information into the Street Planning and Zoning Board Minutes June 20, 2002 Page 3 Standards so that the engineering people are aware of that. Addressing is done by the local entity. Chairperson Gavaldon asked if there were any street name duplications thus far Mr. Herzig replied that there are many duplications which are dealt with on a problem -by -problem basis. With these new standards, we are hoping that duplications will not occur in the future. Chairperson Gavaldon asked if we could go back and correct the duplications. Mr. Herzig replied that it is a mammoth task and really could not be done without starting over. Vice -Chairperson Torgerson stated that the street naming website works well and asked about changing the 500 square foot limitation to allow any amount of water to run across the sidewalk as long as it does not interfere with pedestrian use of the sidewalk. He asked how that would be determined. Mr. Herzig replied that it would be looked at by each review engineer in terms of looking at the proposed design. Mr. Herzig added that the 500 square foot limitation was determined by looking at the size of a driveway. The main concern is making sure there are no concentrated flows. With the 500 square foot limitation, it was always exceeded in some way. We need to make sure the sidewalk is useable and the amount of water flowing across the walk is not going to be too deep for pedestrians. Vice -Chairperson Torgerson stated that it seemed like a good change. Vice -Chairperson Torgerson moved to recommend approval of the adoption of Revision No. 1 to the Street Design and Construction Standards entitled "Larimer County Urban Area Street Standards." Member Meyer seconded the motion. The motion was approved 6-0. Director Gloss stated that the July 1, 2002 Planning and Zoning Board hearing has been cancelled but there will be a meeting on July 18, 2002. There will also be a worksession on June 28, 2002 for which a packet will be delivered. Planning and Zoning Board Minutes June 20, 2002 Page 4 Member Meyer stated that she received height and landscaping standards in the mail and asked what they were related to. Director Gloss replied that they are requests for interpretations of the Land Use Code that were made relating to a development application. He added that that application will likely be reviewed by the Board sometime in early fall, it is the Bella Vista project. There was no other business.
