PERSONNEL BOARD MEETING
HUMAN RESOURCES CONFERENCE ROOM
AUGUST 29, 1995 - 12:00 Noon
Present: Berwyn Davies, Bert Pedri, Ginny Riley, Gail Shellberg,
Sue Weckerly
Staff: Jaime Mares, Human Resources; Joan Busch, Human Resources;
Ron Uthmann, Poudre Fire Authority
The meeting was called to order by Ginny Riley, Chair. The first
order of business included the introduction of members and welcome
to new board member, Gail Shellberg.
Business Items:
I. Total Compensation Plan
Jaime provided a brief overview of the City's Total Comp Policy and
noted that City Council has requested performance measures which
help demonstrate that we are paying employees appropriately based
on 4.5% above median. Jaime reported that the 1996 Budget Document
will include performance indicators which will more accurately
reflect employees' performance. The City Council Finance Committee
reviewed these performance indicators and gave a positive response
to staff. Ginny asked how the Personnel Board could help with
presenting the Total Comp package this year. Jaime stated that
because Council looks to the Board to make sure the process fits
the outcome, he would like the Board to focus on the survey and the
methodology used and provide suggestions and/or approval.
Jaime also reported that the self -insured medical benefits fund
continues to perform well and reserves are at a strong level.
Based on employee and management feedback, HR Staff has been
looking into offering medical benefits for hourly employees and
also medical insurance for retirees.
II. Personnel Board Appeal - Procedures & Process
A revised copy of the Personnel Board Appeal Process was
distributed to each Board member prior to the meeting. Jaime
reported that Staff made a few "housekeeping" changes including the
name change from Employee Development to Human Resources. Jaime
reviewed the appeal process and members provided suggested changes
to clarify some areas. Jaime will make these changes and forward
a copy to the City Attorney's office for approval. Poudre Fire
Authority will use the same policy for their appeal process by
making the necessary changes.
Jaime updated the Board on an upcoming employee appeal scheduled
for October 9, 1995 in the Human Resources conference room. Jim
Martell will serve as legal counsel for the Board and Steve Roy
will represent the City. (A copy of the updated Appeal process

will be forwarded to the appellant, if approved by the Board.)
Jaime asked members if Human Resources Staff could attend the
hearing. Ginny replied this would be all right as long as the
appellant agreed. Documentation regarding the appeal will be mailed
to Board members prior to the hearing. Members agreed to change
the September meeting date to September 29 for review of the
process. Jim Martell will be asked to attend this meeting.
III. Personnel Policies & Procedures Revision Update:
The first draft version of the City's Personnel Policies and
Procedures is near completion. Jaime will forward a completed copy
to the Board for their review. Proposed time line calls for
completion date this fall with feedback provided by the Board in
December. More discussion of the review process will be added to
the September meeting agenda.
IV. Employee Diversity Survey
The City and County co -sponsored an employee diversity survey which
was mailed to their respective employees. Survey results will be
provided to the Board possibly in October or November.
V. Telecommuting Policy
Jaime provided copies of the Telecommuting Policy and reported that
with regards to Worker's Comp claims for telecommuters, there have
been no claims submitted to date.
VI. Other Business
Election of Officers: Ginny's term as chair expires with this
meeting. Members selected Bert Pedri as the new chair and Berwyn
Davies as vice chair.
Ginny asked that the Council Liaison to the Board be notified of
the new officers and also the date of the next Personnel Board
meeting which will be held Friday, September 29.
Jaime reported that the new City Manager will start on September 1.
There being no further business, the meeting adjourned at 1:45 p.m.
