HomeMy WebLinkAboutPersonnel Board - Minutes - 11/28/1995MINUTES PERSONNEL BOARD MEETING HUMAN RESOURCES CONFERENCE ROOM NOVEMBER 28, 1995 - 12:00 PM Present: Berwyn Davies, Bert Pedri, Human Resources Staff:: Jaime Mares, Gail Shellberg, Sue Weckerly Dana Shea -Reid, Joan Busch The meeting was called to order by Bert Pedri, Chair. I. Update on Employee Appeal Jaime reported that the City Manager upheld the Personnel Board's recommendation on the recent employee appeal. II. Personnel Policies and Procedures Jaime announced that the first draft of the City's personnel policies and procedures written by Bobbie Bumette, Assistant City Attorney is complete. The Human Resources staff will review this draft by December 15 and then provide feedback back to Bobbie. The draft will also be given to the Executive Lead Team who will share and discuss the policies with their department heads. Then HR staff will meet with Executive Lead Team members individually to gather their input. The Personnel Board, Mountain States Employers Council, and an outside consultant will be asked to review the policies and make suggestions and comments. April 1996 is the target date to have policies implemented. Sue suggested having Mountain States Employers Council look at the policies earlier in the process to get their opinion. Staff and other board members and'agreed this was a good recommendation. III. 1996 Work Plan Board members reviewed and discussed their work plan for 1996. Members adopted the plan as written. A copy of the plan will be forwarded to the City Clerk's Office. IV. Total Compensation - 1996 Jaime provided an overview of employees total compensation increase for 1996. The average increase for salaries is 3.41% with total comp percentage at 3.43%. The pay plan is being considered on the consent calendar at the December 5 council meeting and if approved the second reading will be on December 19. Personnel Board Minutes November 28, 1995 Page 2 The Board approved the total compensation plan and will recommend to City Council that the plan be accepted. A memo from the Board to this effect will be forwarded to council members. Board members commended staff on the work done on the total compensation plan. V. Other Business Gail Shellberg moved that the Board adopt the new Personnel Board Hearing Rules. The motion was seconded and passed. VI. Meeting Dates for 1996: January 16 March 19 May 21 July 16 September 17 November 19 Meetings will be held at noon in the Human Resources Conference room unless members are notified otherwise. Meeting adjourned at 1:45 p.m.
