A regular meeting of the Personnel Board was held on Tuesday, January 16, 1996 in the
Human Resources Conference Room.
Present: Berwyn Davies, Bert Pedri, Gail Shellberg, Sue Weckerly, Ginny Riley
Human Resources Staff Members Present: Jaime Mares, Joan Busch.
I. Employee Appeal
Jaime advised the Board of an upcoming employee appeal to be scheduled on either
January 31, 1996 or February 7, 1996 The date will be confirmed with the Board.
II. Early Out Program
An Early Out (Retirement) Program has been made available to City departments where
it is financially beneficial. Detail of the program are in process. Based on our first
attempt to offer an Early Out Program, the only departments that are able to make the
program work financially are the Light & Power, Water & Wastewater and the ICS
departments.
III. Background Checks
Jaime updated the board on the revised hiring process for hourly employees. Employment
applications have been amended to include a release statement signed by the applicant
authorizing the City to do a background investigation on the applicant. Applications are
required for all hourly employees applying for positions identified as "positions of trust".
These include individuals working with or instructing children; handling finances; and
having access to citizen's personal property such as meter readers. The Parks and
Recreation staff has developed a standard set of interview questions for individuals
applying for positions identified as "positions of trust" and based on the answers to the
questions will determine whether a criminal background check through CBI is warranted.

In addition, Human Resources staff has also developed a similar application form for
volunteers working for the City.
IV. Council: Pay Plan
Jaime will be meeting with the City Manager to discuss the City's current pay policy,
including how we conduct salary surveys. He will propose to the City Manager that the
process be reviewed. Board members suggested having an outside consultant review the
survey.
V. Personnel Policies
Currently, Human Resources staff is reviewing the draft created by the assistant city
attorney. After review by the HR staff, a copy will be sent to Mountain States Employers
Council and Personnel Board Members.
VI. The Role of the Personnel Board
Board members and staff discussed the role of the Personnel Board and what City Staff
could do differently. Members would like to be informed of personnel issues in a timely
manner, and receive information on the "ground level" (example Early Out program).
Members suggested that minutes from the previous meeting and the agenda for the next
regularly scheduled meeting be sent to members at least two weeks prior to the meeting
date.
In addition to hearing employee appeals, board members agreed that they served as a
"sounding board" for the Human Resources Department and as an advisory panel on
policy development. One member suggested that the Board be given more to do while
others indicated they did not need to be more involved.
Regarding the employee appeal process, one member believes the Board should have the
final determination on the appeal process. Other members believed the current process
should not be changed. The board decided to keep the process as it is currently used.
There being no further business, the meeting was adjourned at 1:40 p.m.
