A regular meeting of the Personnel Board was held on Tuesday, March 19, 1996 in the
Human Resources Conference Room.
Present: Berwyn Davies, Bert Pedri, presiding, Gail Shellberg, ,Ginny Riley
Human Resources Staff Members Present: Jaime Mares, Joan Busch
Other Staff Members Present: Pete Dallow and Ron Uthmann
I. Minutes from the January 16 meeting were approved as written.
II. Employee Appeals
The City Manager upheld the Board's decision to uphold an employee's demotion. The
employee has since filed a complaint with the Equal Employment Opportunity
Commission (EEOC) alleging age discrimination and retaliation.
Jaime reported that there is the possibility of an appeal from a terminated employee. The
issue is currently under review by the department head. Personnel Board members were
asked to reserve April 16 as a potential hearing date.
III. Early Out Program
An Early Out (Retirement) Program has been made available to City departments where
it is financially beneficial. Eleven employees have expressed an interest in the program.
Employees have 45 days to review the agreement and running concurrently they have 60
days to resign. Employees must give two weeks notice prior to their termination effective
date. After signing the agreement an employee has seven days to change his/her mind
and revoke the agreement.
The City will be paying approximately $600,00 initially in salary and benefits, but will
realize a net savings of close to $100,000 over the next three years

IV. Pay Plan Changes
Jaime will be presenting to City Council recommended language changes to the Human
Resource Management and Productivity Policy. He will also be recommending that a
classification study be conducted to evaluate the internal alignment of jobs and how that
compares with the outside market. Jaime will propose that an outside consultant be hired.
The process will begin this year by communicating with employees, and the study will
start in 1997 with implementation in 1998. Ginny commented that a study is usually
conducted every ten years, and so, it is important that it be accurate.
Bert recommended that funds also be allocated for an outside consultant to conduct a
wage and salary survey. Bert reported that as the chair for the Board he received a letter
from Mayor Azari asking for input to City Council from boards and commissions for the
upcoming 1997 budget process. Bert said he would recommend to the Mayor that funds
be set aside for a wage and salary survey. Other board members agreed with this
recommendation.
Bert suggested that an independent market survey be conducted to confirm the current
survey data even though he believes city staff has done a good job in previous years.
Pete Dallow invited Board members to attend a Council Study Session on March 26
when Council will be reviewing salary and total compensation information. Council
would like Board members to be present for the discussion about the compensation policy
and is looking to the Board to work with staff to make recommendations. Three
members will be able to attend the study session.
Board members also discussed the importance of performance reviews and recommended
that reviews be mandatory with consequences if they are not conducted. Members asked
that this item be included on the Study Session agenda.
V. Announcements
Bert announced that his term with the Board will expire in June and that a new chair will
need to be appointed.
