A regular meeting of the Personnel Board was held on Tuesday, January 16, 2001
in the Human Resources Department conference room.
Board Members Present: Jim Alderden, Valerie Remington, Gail Shellberg, Peter Shostak,
and Chuck Washington
City Staff Present: Rick DeLaCastro, Human Resources Director
Wynette Cerciello, Assistant Human Resources Director
Joan Busch, Admin Support Supervisor (Recorder)
Other Staff Members Present: Ron Uthmann, Poudre Fire Authority
I. Welcome/Member Update
Rick DeLaCastro introduced Wynette Cerciello the City's new Assistant Human
Resources Director. Wynette previously worked for the City of Loveland.
Members welcomed Peter Shostak, newest Personnel Board member. Peter replaces Jim
Swails, whose term expired December 31, 2000. Members introduced themselves and
shared information about their professional backgrounds.
11. Election of Chair/Vice Chair
Election of officers for the new year was held. It was moved and seconded that Chuck
Washington serve as the Board's Chair and Valerie Remington as the Vice Chair.
III. Minutes
The minutes from the September 19, 2000 were approved as written. The November 21,
2000 meeting was cancelled.
IV. 2001 Work Plan
Copies of the 2001 Work Plan were distributed. Members had previously provided input
to this report which was sent to the City Clerk's office on November 30, 2000 as
required. Chuck Washington reviewed the points of the work plan and members formally
approved the plan as written.

V. Annual Report
The Board's annual report is due to the City Clerk's office by February 6, 2001.
Members discussed their activities for the previous year and would like to refer to the
2000 Work Plan as a guideline for the report. Rick DeLaCastro volunteered to create a
draft and will forward copies to the Board for their review and comments for the final
copy.
VI. Pay Plan Update
Copies of the City's 2001 Pay Plan were distributed to the Board. Rick explained that
there is a budget shortfall in funding the pay plan especially in the Police Services area.
Department managers will be asked to forecast anticipated employee merit and skill
based pay increases for 2002 and 2003 budgets. The City is moving to more of a private
sector costing model.
VII. Skill Based Pay
Rick reported that the City's Compensation Administrator, Amy Sharkey has been
working with an ad hoc committee to develop guidelines and criteria in identifying skill
based positions. Initial documentation was presented to the Executive Lead Team and
they approved the guidelines and now this is ready to be drafted as policy. Amy will be
meeting with departments to explain which jobs are skill based. A matrix will also be
drafted to identify what the skills are for each position. It will probably take 12 months
to implement.
Chuck asked about training and Rick advised that Wynette Cerciello would be
coordinating Supervisors Training. Chuck requested that the Board review the guidelines
presented to the Executive Lead Team. Rick said he would provide a draft of the policy
before it was final.
VIII. Job Evaluation System
Rick distributed a copy of a Request for Proposal (RFP) for a job evaluation system. The
City is looking to develop a system to slot jobs in the appropriate pay grade and there
currently isn't a tool to do this. Rick asked the Board for any comments they may have
regarding the RFP by January 26. Comments from Board members suggested that the
job evaluation process should start with management positions.
IX. Other
Ron Uthmann offered to host the March Personnel Board meeting in their training center.
Joan Busch will follow up with Ron, and confirm the meeting location with the Board
