Board Members Present: Jim Alderden, Gail Shellberg, Valerie Remington, and Chuck Washington Board Member Absent: Peter Sh4,ax City Staff Present: Rick DeLaCastro, Human Resources Director Amy Sharkey, Compensation Administrator Joan Busch, Administrative Support Supervisor (Recorder) I. Minutes/Agenda Gail Shellberg moved that the minutes from the September 18, 2001 Personnel Board Meeting be approved as written. Jim Alderden seconded. Motion passed. II. Market Analysis Presentation Amy Sharkey the City's Compensation Administrator gave a presentation on the process she uses to conduct the market analysis for city jobs. The following are key points of her discussion. Benchmarkjobs are used to make pay comparisons within or out of the city. Both private and public sector surveys are used. The Colorado Municipal League (CML) includes public sector data and Mountain States Employers Council (MSEC) includes both public and private sector information. CML data utilizes raw data and the survey source includes current year dollars. Amy must then age this data for the appropriate implementation date. The City sets its pay range maximum wages at the 70th percentile. Data is collected on approximately 100 benchmarked positions in thirteen occupational groups. Structure adjustments to the occupational groups are expressed as a percentage increase or decrease. There are a couple of ways to implement these adjustments: 1) move the pay range the appropriate percent and not the employee's pay rate; 2) move both pay range and employees pay. The City moves the pay range. Structure adjustments to the pay plan are approved by City Council. Personnel Board Minutes October 9, 2001 Page 2 A Labor Market Adjustment (LMA) is the percentage of increase to employee's pay to keep them in alignment with the structure adjustment. Over the past few years, the LMA and structure adjustments have been the same percentage. Implementation steps include reviewing the labor market survey results with the City Manager. Then the recommended adjustments are presented to City Council for their approval. Upon City Council approval, LMA will be effective the first pay period of the new year. Rick DeLaCastro, Human Resources Director asked the Board if they had any comments about the market analysis process. Jim Alderden said that the process is good, however, it appears that the potential of internal disparity within a group is not being addressed. Some benchmark jobs in occupational groups may be above and some below market and they would all get the same increase. Rick explained that if the job is 10% out of alignment then we move it up or down a pay grade. It could be a couple of years and they are either a percent or two behind or ahead. Currently two-thirds of the employees are at the pay range max and are not eligible for merit or skill increases and are only eligible for LMA. Chuck Washington commented that the analysis is professionally done and logical. It should stand the test of time. Valerie Remington moved that the Personnel Board approve the market analysis process as presented. Chuck Washington seconded. Motion passed. III. Announcements Rick DeLaCastro advised the Board that they were invited to attend the upcoming Issues and Answers on November 27 or any of the Benefits Open Enrollment meetings that are scheduled over the next few weeks. He also announced that the Board's 2002 Work Plan is due by November 30, 2001. There may be the potential for an employee appeal from an employee who was suspended for five days without pay. Rick will contact the Board if an appeal is requested by the employee. IV. Meeting Dates The next regularly scheduled meeting for the Board will be January 15, 2002. The meeting today takes the place of the November meeting. V. Adjourn There being no further business, Valerie moved that the meeting be adjourned. Jim seconded. Meeting was adjourned at 1:25 p.m.
