Brown, Manager of Golf, at 221.6350, and Jackie Rael, Executive Administrative Assistant. Call Meeting to Order: Chairperson Mike Sanders called the meeting to order at 7:30 p.m. Agenda Review: No changes to the printed agenda. Items of Note ❑ Jerry said that Tom White called to say he would not be able to attend tonight's meeting. ❑ Reminder: The next meeting will be September 13 (second Wednesday of the month). ❑ Election of officers is scheduled for next month. Approval of Minutes: On a motion by Henry Fry, seconded by Karen Joslin-Aured, the Board unanimously (7-0) approved the minutes of the Regular Meeting of July 19, 2000. Citizen Participation: No citizen participation. Public Input/Comments on the Proposed 2001 and Projected 2002 Golf Fees and Charges Mike Sanders announced that we are accepting public input/comments regarding this item at this time. There were no citizen comments. Jerry then mentioned to the Board for background and informational purposes only that on the upcoming November ballot there will be a new tax reform constitutional amendment authored by Douglas Bruce. If this passes, the City most probably will return several million dollars in tax revenue starting in 2001 to the citizens, and it will continue year after year with the amount increasing each year. Also on the November ballot will be a "Growth Limitation" initiative that could greatly impact revenues to our community as each development might have to go to a vote of the people. Another potential lost revenue impact is "Sales Tax on the Internet." Internet sales are growing rapidly with no sales tax to the community. As this trend goes up, the loss of tax revenue to the city could have a significant effect on us. Finally, City Council is currently reviewing the possibility of re -prioritizing existing City Tax funding for basic services. Any or Golf Board Minutes August 16, 2000 Page 2 all of these could have a significant impact on City finances, and in turn have an impact to the Golf Fund and our future fees and charges schedule. Public Input on Extending the Term of the Agreement of the City Park Nine Golf Professional/Concessionaire Mike Sanders said that Dale Smigelsky has been the Golf Professional at City Park Nine since 1997 with a clause to extend his Agreement to 2005. Our options are to extend the Agreement with modifications or go out to bid for a new contract. The Board has received 12 E-mails and one letter in favor of extending Dale's Agreement. Also, Citizen Jean Haggard said the Ladies Association at City Park Nine really enjoys working with Dale. On a motion by Bill Rutledge seconded by Byrd Curtis, the Board voted unanimously (7-0) to encourage the City Council to extend City Park Nine Golf Professional Dale Smigelsky's Agreement to 2005 with the modifications as previously stated in last month's minutes. Mike said that on behalf of the Board, we all feel that Dale has done a great job. Dale thanked the Board for their support and said he looks forward to extending his Agreement with the City. Karen Joslin-Aured said that it is great to have such favorable comments from the citizens for one of our contractual golf professionals in the City. Mike said he would like Dale to extend the thanks to his great staff for their support and hard work. Other Business • Jerry has had discussions with members of the Collindale's Women's Golf Association about having the City taking over the organization of the City's 18-hole Women's Tournament. They (Collindale Women's Golf Association) will discuss this change for the City to take over the tournament. Bill Rutledge asked if there is an age limit for the Women's City tournament? Collindale's Golf Professional Jim Greer said the age is 18 and over, unless declared juniors are in the championship flight. Henry Fry said that the City has always run the Men's City Tournament and it would only make sense to have the Golf Pros run the Women's City tournament. Jerry explained that one of this year's participants was very upset with certain aspects of the tournament at SouthRidge. SouthRidge Golf Professional Derek Cordova said that one of the problems was that this one individual wanted to close the course for only 29 participants. Derek said there wasn't anyway he was going to close the course for 29 participants and he filled the remaining times with green fee golfers. Bill Rutledge made a motion that if requested by the ladies, that our City staff would take over the Women's 18-Hole City Tournament on a trial basis, and if they like the way the City runs it, then we will continue. We want to run it exactly as the same as the men's. The motion was seconded by Henry Fry, and passed unanimous (7-0). • Staff has been working on a first draft of a new clubhouse design at Collindale. Collindale Concessionaire Kevin Wilcox and Collindale Golf Professional Jim Greer have put this preliminary design on paper to start. Kevin said they looked at some other clubhouses and Golf Board Minutes August 16, 2000 Page 3 asked what worked and what didn't work. They learned that Fire Departments do not recommend golf cart storage under the clubhouse. We are looking at 10,000+ square footage. Kevin said that they brainstormed the ideas. Each design should have a universal hallway that would be accessible to the restrooms, clubhouse, locker rooms, commons room, a bar/restaurant, walk up window; and the pro shop has visual needs to the golf course. We need a more efficient kitchen and we will be adding meeting rooms. The floor plan does somewhat resemble the existing floor plan at Collindale. Functionality is what we need for a successful clubhouse. Jim Greer would like to see an indoor driving range. For the Golf Academy we could teach indoors during inclement weather --- it could be a classroom. Mike Sanders asked if we build a basement could we run the academy in the basement? Jim said that would be a possibility. Jerry would like to give the Board an assignment and have them do a conceptual drawing. Bill Rutledge asked if we could do videos of the more desirable properties in Colorado. He thinks that is the way to look at new places. Jerry agreed with Bill and said that is a good way to approach it (visually). Jerry said we could have a video made for next month's meeting. The layout could be similar to Legacy Ridge and Buffalo Run. The other discussion item will be if we want to tear down the existing building and operate out of temporary trailers and build a new facility on the existing footprint. Mike strongly recommends a road trip to Buffalo Run and Legacy Ridge. Jerry said the Director of Parks and Recreation in Commerce City has invited the Board members to Buffalo Run. He is offering the Board a free round of golf and tour of their facility. Bill Rutledge suggested a 10:00 a.m. tee time. The Board agreed that Monday seems to be a good day and would like to tour on August 28 and have requested tee times starting at 10:00 a.m. Bill said we need to go there an hour early and go from there. Jerry will confirm date and time with Buffalo Run staff. Bill suggested after touring Buffalo Run that we should go to Legacy Ridge since we will already be in Denver. Henry Fry added we could take a loop tour of golf course clubhouses in the Denver/Boulder area. Kevin said that when we talked to the staff at Legacy Ridge, we were told that they didn't put enough thought into the design of their counter in the pro shop. They suggested that when we build our clubhouse to put a great deal of thought into an efficient counter in the Pro Shop. They also suggested putting more thought into the kitchen design. Bill said whatever we build has to be aesthetically pleasing. It should be beautiful. Henry said he urges everyone to look at the existing footprint of the course and decide where the clubhouse should be built. Jerry said we should put Site Location on the next Agenda. Henry agreed. Henry said he would also like a City Engineer to tell us what we can and can't do. Jerry suggested deciding first on a site location, then meet with the City's architect to get a conceptual drawing. • Some golfers who played in the SouthRidge Invitational asked Henry Fry to pass on to staff that the course was too wet in spots. Henry said golfers are complaining that we have this new irrigation system and we still have some wet spots in some areas. Mike Sanders said it's the same at Fort Collins Country Club and it just can't be helped. Henry said that he would Golf Board Minutes August 16, 2000 Page 4 pass it on to Jerry. He said there are places where water collects. Derek said he agrees with the comment that it is too wet in some places. Jim Greer said in support of the superintendents we have to water heavily during the heat of the summer. Bill Rutledge said you can't control gravity and where the water flows in low spots, it will collect. The Board members agreed that it's better to have it too wet in spots rather than too dry.
