HomeMy WebLinkAboutGolf Board - Minutes - 02/21/2001City of Fort Collins Cultural, Library, and Recreational Services Golf Board Minutes Minutes: Regular Meeting of February 21, 2001 City Council Liaison to the Board: Councilman Bill Bertschy Staff Support to the Board: Jerry P. Brown, Manager of Golf, at 221.6350, and Jackie Rael, Executive Administrative Assistant Call Meeting to Order: Chairperson Mike Sanders called the meeting to order at 7:00 p.m. Agenda Review: No changes to the printed agenda. Items of Note: • Jerry noted that Henry Fry received a plaque from the City Council in January for his services on the Golf Board and Jerry gave him pictures of the event. • Annual Report: Jerry has copies of all Boards and Commissions Annual Reports if anyone would like to read them. • Mike Sanders introduced Mike Goff as our new City Park Nine Golf Professional/Concessionaire. Mike said that it is a pleasure to be back in Fort Collins. Approval of Minutes: On a motion by Tom White, seconded by Byrd Curtis, the Board unanimously approved the minutes of the Regular Meeting of January 17, 2001. Citizen Participation: Jay Bustos spoke to the Board regarding slow play at the golf courses. He has lived in Fort Collins all his life and would like to propose a solution to slow play on our golf courses on the weekend. Jay feels there is a need for consistent and timely play. He suggests a time limit for 9 holes and recommends that time clocks be implemented. He thinks that if we made it a rule, golfers would get used to the rules and he used softball as an example. Softball games had a time limit of 90 minutes and over the years that has been reduced to a one hour and five minute time limit. Mike Sanders thanked Jay for addressing this. Mike stated that we are all concerned with slow play and it is an issue nationally. Karen Joslin-Aured asked Jay where he plays? Jay responded that he typically plays at Collindale and SouthRidge. Mike added that this could be easily implemented at a country club, however, with a municipal facility we are walking a fine line. Jim Greer said that on the scorecards at Collindale we have added a section stating at each hole how far along you should be in your game. Karen said that maybe we could test time clocks during the summer months on weekends. Mike said we need to address habitual offenders. Karen asked if we do any outreach to the Men's and Women's Associations in the spring? Jim said it is addressed at those meetings often. Mike said that we need to have our golf pros address this to the offenders. The pro has the option of going to that person and making them skip a hole if needed. Golf Board Minutes February 21, 2001 Page 2 Amendment to the 2001 Golf Board Work Plan Jerry explained that the 2001 Boards and Commissions work plans were reviewed by City Council Liaisons and they made comments and recommendations for modifications where necessary. Mr. Bertschy recommended that we add "End Payoff of SouthRidge and Redirect Funds to Capital Projects". On a motion by Claire Nelms, seconded by Karen Joslin-Aured, the Board unanimously agreed that this item be added to the Board's 2001 Work Plan. 2001 Fort Collins Fore Kids Initial Planning Jerry said that the only critiquing from last year's event is to add more time between the morning and afternoon sessions. The second item was a question if we need to continue the two -hole walk for the kids? Jim Greer stated that the two -hole walk was enjoyed by the kids. Jim is open to suggestions. Byrd Curtis asked what the feedback is from the kids who participated? Jerry said that 44 kids took advantage of the coupons and took lessons from the pros. If the kids took a series of lessons, they received a 25 percent reduction for lessons. Byrd asked if we could implement a feedback card? Mike Sanders suggested post cards for comments from the parents. Claire Nelms suggested giving the card to the older kids to fill out and have the parents fill out the cards for the younger kids. Jim said that the kids have a great time at this event. Jerry said golf is very popular among Fort Collins youth. Jerry reminded the Board that Mindy Markley was the driving force for the donations. Jerry said he would like to not have donations this year as we have money and donations should go to charities in the community that need the funding. Tom White agreed that our Golf Fund can afford it as it costs the fund $4,000 last year. Mike said we would like the feedback to continue making the event better every year. Karen said this is a great grassroots project and has become a successful annual event. Collindale Clubhouse Projeet Karen Joslin-Aured gave the Board an update on the project. She explained that this is a formal contract and the evaluator forms have been completed. Seven architectural teams, all from Colorado, submitted their packets. Three firms will be interviewed next Wednesday morning at 281 North College Avenue starting at 8:30 a.m. The bids are approximately $90,000. The Architectural Services takes us to a point where we can present this to City Council to ask them for the ability to incur the debt for this project. By next month's meeting, we will have an architect hired for this project. Bill Rutledge asked at what point do we take this to Planning and Zoning? Jerry said that it is a few months away and Planning and Zoning is the enforcing authority that could allow us a variance for a sidewalk along the golf course as an example. The design and development of the project are tandem with the plan and all of the requirements are included in this project with the architect. Jerry said that one percent of all projects is earmarked for Art In Public Places. He further explained that the Art In Public Places Board chooses the art for the project. This Board can make a recommendation. Golf Board Minutes February 21, 2001 Page 3 Jerry said that all the other projects that we reviewed last month are going along slower than planned, but hopefully everything will be completed by mid summer. Bill Rutledge asked if there is a plan for wind in the rain shelters during storms? Jerry said, no and that the shelters should serve their basic purpose. The shelters are not lightning proof. Other Business • Byrd Curtis asked if there are any new developments on the goose droppings on the golf courses? Jerry said that DOW has asked us to participate in a study. They are planning on putting some chemical on the ground that will make the geese infertile. Bill Rutledge added that DOW is also spraying the eggs with oil, which prevents them from hatching. Tom White asked what the grounds crews do to clean up the goose droppings in the winter months? Jerry said in the summer we use blowers and clean it and mow it, however, in the winter months we can't use blowers and can't scrape the greens, as it will damage them. Jim Greer said that they use snow shovels and a metal drag that will clean it. Bill Rutledge said he hopes the driver of the machine is wearing a mask so that he doesn't inhale the goose droppings. Jerry said he has given permission to all the golf course superintendents that if they would like to use a dog and take care of it that the Golf Fund would support that as we are trying to alleviate this problem. • Statistics were distributed with the Golf Board packets. Jerry asked if anyone had questions? • Our Public Relations staff is preparing a display of our capital projects that should be ready for the April Board meeting. Jerry will have three displays, one at each golf course.
