Mares A regular meeting of the Personnel Board was held on Tuesday, May 20, 1997 in the Human Resources Conference Room. The meeting was called to order at noon. Present: Gail Shellberg, Ginny Riley, Berwyn Davies Absent: Jim Alderden (excused) Human Resources Staff Members Present: Jaime Mares, Joan Busch Other Staff Members Present: Ron Uthmann I. Minutes The minutes from the March 18, 1997 meeting were approved as written. II. Personnel Policies Update Jaime met with the Executive Lead team on March 26, April 2 and April 30. The Human Resources (H.R.) staff has provided their final comments and proofread the document one last time. After the City Manager approves the policies, the document will be ready for distribution. III. Compensation and Classification Study Ninety-five percent of the Job Analysis Questionnaires (JAQ) distributed to employees were completed and returned. Human Resources has hired six CSU students, who are Ph.D. candidates to write the actual job descriptions from the employees' JAQ's. July 1st is the deadline to have job descriptions completed. With the assistance of a computer software program, H.R. staff will create a template to address certain language questions and to maintain consistency in supervision terminology. Next, H.R. will organize teams within the various service areas. Managers will serve on the teams representing their service areas and will meet with designated employees in their respective service areas to get feedback and develop a matrix for each of the employee groups. Applicants for the Personnel Board Jaime distributed copies of applications for the current vacant Personnel Board position to the Board. He asked if members had feedback for the City Council on appointing someone. Ginny suggested that it would be helpful to have someone with a private sector background, preferably from a larger company. V. Appeals There are no pending appeals. Jaime asked if the Personnel Board wanted to review the current appeals process and make revisions. Members agreed that there are some areas that need clarification. Jaime suggested that the Board review other cities' appeal process for comparison. Berwyn volunteered to review the various policies and provide feedback to the rest of the Board and to staff. Jaime will follow up by asking other cities to send him copies of their policies and toward them on to Berwyn. VI. Announcements Brenda Karns has been hired as the new Library Director. The next scheduled Personnel Board meeting will be July 15, 1997. VII. Adjourn The meeting was adjourned at 1:00 p.m.
