PERSONAL BOARD MEETING MINUTES
- JULY 15, 1997

A regular meeting of the Personnel Board was held on Tuesday July 15, 1997 in the
Human Resources Conference Room. The meeting was called to order at 12:08 p.m.
Present: Jim Alderden, Gail Shellberg, Ginny Riley, Jim Swails
Absent: Berwyn Davies (excused)
Human Resources Staff Members Present: Jaime Mares, Vicki Czaplewski
Other Staff Members Absent: Ron Uthmann
I. Minutes
The minutes from the May 20, 1997 meeting were approved as written.
II. Introductions
Introductions were made around the table to acquaint Jim Swails with the members
present and to acquaint them with Jim.
III. Policies & Procedures
Jaime indicated that the policies are finalized and awaiting approval by the City
Manager. He indicated that there were 2 areas of concern which are holding up the
signing.
There was discussion that some of the policies may be implemented individually until
the entire document is approved. The Board (Ginny) recommended that E-mail usage
policy be implemented as soon as possible.
Jim Swails asked if the policies were reviewed by Council and Jaime said no and
explained the process.
IV. Compensation & Classification Study
Ninety-eight percent of the JAQ's were completed and returned. We are at first cut
from the matrices point. The writers have completed writing the job descriptions and
Human Resource representatives are in the process of editing them.

Jaime indicated that the next 3 weeks are critical. In that time job descriptions will be
sent to employees. They will have 2 weeks to review and offer feedback. At that
point they will be put into occupational groups and a market analysis will be done.
There are approximately 900 job descriptions which are being condensed to about
320.
The Board asked about the appeal process. Jaime explained that if an employee
feels that the description and title do not reflect their responsibilities, that employee
may appeal to Human Resources and Watson -Wyatt. If it cannot be resolved there,
then Jaime and the Service Director will resolve the issue. This is as far as the
appeal can go. The Personnel Board feels that the Human Resources Department
should give consideration to the employee regarding how their job has been slotted.
V. Employee Appeals Process
Jaime has received some feedback from other cities regarding employee appeals, but
he does not feel that he has received enough. Jaime will give what he has to Berwyn
Davies to review and summarize.
VI. Grievances/Appeals/Investigations
No appeals are pending.
VII. Other Discussion
Gail wanted to verify that Jim Swails is replacing Sue Weckerly and that Jim's
termination date is June 30, 2000.
The next scheduled Personnel Board meeting will be September 16, 1997.
An updated list of Personnel Board members need to be sent with next minutes.
A Personnel Board Manual needs to be sent to Jim Alderden and Jim Swails.
