Mares A regular meeting of the Personnel Board was held on Tuesday, November 18, 1997 in the Human Resources Conference Room. Present: Jim Alderden, Berwyn Davies, Ginny Riley, Gail Shellberg, Jim Swails Human Resources Staff Members Present: Jaime Mares, Joan Busch Other Staff Members Present: Ron Uthmann, Poudre Fire Authority I. Employee Appeal. Background: An employee was terminated and may be appealing the termination. Board members had previously scheduled October 24, 1997 as the date for a possible appeal. Board members were later notified prior to today's regularly scheduled meeting that an appeal would take place and the appeal date was now scheduled for December 1 and 2, 1997. Four members of the Board will participate in the appeal. One member is abstaining due to a conflict of interest. At today's meeting, Board members went into executive session to conduct a conference telephone call with Jim Martell, the attorney who will represent and advise the Personnel Board, at a pending employee appeal. The Board reconvened at 12:45 p.m. The appealing employee has requested a change from the December date to sometime in March 1998. Jim Swails moved that the appeal date remain scheduled for December 1 and 2, 1997. Ginny Riley seconded the motion. Members discussed r scheduling the appeal to March 1998. Ginny amended the motion on the floor to : Due to the Board's concern that the position left vacant by the terminated employee would not have a person trained and functioning for a least a year provided the appeal was not held until March 1998, and this could raise safety issues for Fort Collins citizens, the appeal date will remain scheduled for December 1 and 2, 1997. Gail Shellberg seconded the motion. Members approved: 3 yes, 1 no and 1 abstaining. Members then discussed that they wanted to conduct the appeal in the Human Resources conference room. Jaime said he would contact Jim Martell to report the Board's decisions regarding the date and location of the appeal so Mr. Martell could then advise the employee's attorney. Personnel Board Minutes November 18, 1997 Page 2 II. Minutes. Minutes from the September 16, 1997 meeting were approved as corrected. III. 1998 Work Plan. Jaime provided a draft of the 1998 work plan that included feedback from the Board. After further review and discussion, the Board approved the work plan. Jaime will make the appropriate changes and forward the work plan to the City Clerk's office by the November 30 deadline date. IV. Policies and Procedures. The City Manager is currently reviewing the policies and procedures with the most recent changes. V. Compensation and Classification Study. The schedule to finish the Study and slot all the positions has been adjusted to May 1998. Jaime will provide more information at the next meeting. VI. Handouts. Newest board member, Jim Swails, had requested information from Jaime to get a better understanding of the Human Resources Department, the City organization and policies and procedures. Jaime provided all members copies of Human Resources' values, 1998 goals, and organizational charts. Also included was a City organizational chart and statistical information on the composition of the City's workforce. VII. Other Business. Ron Uthmann invited the Personnel Board to conduct one of their regularly scheduled meetings at one of his sites. The meeting date will be determined. VIII. Adjourn. There being no further business before the board, the meeting was adjourned at 1:45 p.m. The next regularly scheduled meeting date is Tuesday, January 20, 1998.
