A regular meeting of the Personnel Board was held on Tuesday, March 17, 1998, in the
Human Resources Conference Room.
Present: Berwyn Davies, Gail Shellberg, Jim Swails
Human Resources Staff Members Present: Dana Shea -Reid and Joan Busch
Other Staff Members Present: Ron Uthmann, Poudre Fire Authority
I. Classification Study
Dana reported that market data for all occupational groups has been obtained from
our consultant, Watson Wyatt Worldwide. H.R. Staff is currently working with
the City Manager's Office to determine funding for those employees who do not
meet the minimum of the new pay ranges. Guidelines are being developed on
how pay adjustments will be handled.
II. Personnel Policies and Procedures
Federal law recently changed regarding safety sensitive positions and drug testing
policies. Assistant city attorney, Greg Tempel is revising the drug policy that is
included in the personnel policies. In addition, an employee conduct policy is
being updated. Policies will be going to print and distributed to employees in
April.
III. Personnel Board -- Subpoena Ability
Assistant city attorney, Greg Tempel wrote a draft ordinance granting the
personnel board the power to administer oaths and issue subpoenas. The
subpoena authority would require the presence of persons or records necessary for
any appeal hearing the board may hear.
Board members at this meeting were not present at the January personnel board
meeting and so there were numerous questions and discussion about how a
subpoena would be handled. Some members felt that the personnel board is not an
investigative board, but actually serves as a "third party" to hear both sides of an
incident.

Members requested more information as to why this ordinance was drafted and
suggested that Greg Tempel attend the next personnel board meeting to provide
clarification of the ordinance.
IV. Announcements
• Dana reported that H.R. is currently conducting recruitments for the
Information Technology Director and the Light and Power General Manager
positions. In addition, H.R. Staff will be interviewing candidates on March 23,
for their vacant position of Human Resources Representative.
• Ron Uthmann invited the personnel board to hold their May meeting at the
Poudre Fire Authority training facility at 3400 W. Vine. PFA will provide a tour
of the facility and lunch.
• Berwyn Davies announced that he would be resigning from the personnel
board and relocating to Denver. The May meeting will be his last meeting.
V. Other
Members requested that the minutes from the last meeting and the agenda for the
upcoming meeting be mailed one week prior to the meeting date.
VI. Minutes
It was moved and seconded that the November 18, 1997, and the January 20, 1998
meeting minutes be approved as corrected.
VII. Next Meeting
The next regularly scheduled meeting date is Tuesday, May 19, 1998, at the PFA
training facility.

There being no further business, the meeting was adjourned at 1:20 p.m.
