Director A regular meeting of the Personnel Board was held on Tuesday, May 19, 1998, in the Poudre Fire Authority Training Facility conference room. Present: Berwyn Davies, Gail Shellberg, and Jim Swails Human Resources Staff Members Present: Dana Shea -Reid and Joan Busch Other Staff Members Present: Ron Uthmann, Poudre Fire Authority I. Subpoena Authority Members questioned the impact subpoena authority would have on an informal non- binding hearing process. Members discussed how the ability to subpoena witnesses could change the character of the Personnel Board, perhaps turn them into an investigative board. Members tabled any further discussion regarding this issue. H. Minutes Minutes from the March 17, 1998 meeting were approved as written. III. Classification Study Dana reported that the project was going into the 26' month. H.R. has completed the contract with the consultant and the data provided was not satisfactory. H.R. staff is currently verifying the data and developing a new pay plan. Dana will be meeting with service directors to go over the pay plan design. June 18 is the tentative date that the results for the classification study and the revised pay plan will be presented to City Council's Finance Committee. This could be postponed to July. IV. Personnel Policies Personnel Policies have been printed and distributed to city employees. Board members also received a copy. Dana pointed out that the employee grievance procedure has been Personnel Board Minutes, May 19, 1998 Page 2 changed and is now limited to disciplinary actions. Other employee issues will be handled through the "Issues Resolution Process." Ron Uthmann reported that PFA is drafting an update of their personnel policies and will using the City's policies as a guideline. V. Employee Appeal Dana advised the Board that an employee who was recently terminated might file an appeal. Members will be contacted at a later date to schedule a hearing, if needed. VI. Attendance Dana reported that Ginny Riley had contacted her and expressed concern that she had been unable to attend the last two board meetings. She expressed to Dana that if the Board felt her attendance was a problem and wanted her to resign, she would be willing to do so. Member's agreed that Ginny's absences have been well within the attendance guidelines set for Boards and Commissions members. Board members agreed that attendance is important and expressed concern that another board member has missed two consecutive meetings without calling the staff liaison. The Board asked Dana to contact this member to see if he will be continuing his participation on the Board. VII. Select Chair This is the last meeting for Berwyn Davies, Personnel Board Chair. Members elected Gail Shellberg to serve as Chair and Jim Swails to serve as Vice Chair. VIII. Other • On behalf of the city and the Human Resources Department, Dana presented Berwyn a small gift in appreciation of his four years of service on the Personnel Board. Randy Mirowski from PFA joined the meeting briefly to give a brief explanation of the training being held at the facility. Board members were invited to tour the training facility after the meeting was adjourned. Ron Uthmann would conduct the tour. Personnel Board Minutes, May 19, 1998 Page 3 IX. Next Meeting The next regularly scheduled meeting is Tuesday, July 21, 1998 at noon. X. Adjourn There being no further business, the meeting was adjourned at 1:15 p.m.
