Director Telephone: 970/221-6824 Board Chair: Gail Shellberg Telephone: 970/223-6811 A regular meeting of the Personnel Board was held on Tuesday, November 17, 1998, in the Facility Services conference room. Board Members Present: Ginny Riley, Bob Vouk, Gail Shellberg, Board Members Absent: Jim Alderden (excused), Jim Swails Human Resources Staff Members Present: Dana Shea -Reid and Joan Busch Other Staff Members Present: Ron Uthmann, Poudre Fire Authority I. Minutes The minutes from the September 15, 1998 meeting were approved as corrected. II. 1999 Meeting Schedule Gail Shellberg confirmed Personnel Board meeting dates as follows: January 19, March 15, May 18, July 20, September 21, November 16. HI. H.R. Director Selection Process Dana Shea -Reid reported that 180 applications were received for the Human Resources Director. Resumes have been screened, and twenty seven candidates were asked to provide a written response to supplemental questions. Six to eight candidates will be interviewed. Interviews are tentatively scheduled for December. Dana advised the Board that she has applied for the position. IV. Pay Plan Members discussed the pay plan and expressed some concern about the manner in which costs to implement the pay plan were calculated. Numbers reported in the Coloradoan seemed surprisingly high, and the Board shared the concerns that City Council expressed during first reading on November 3. Dana Shea -Reid explained the manner in which " Personnel Board Minutes, November 17, 1998 Page 2 calibration" was done for all classified positions, with the intent being to fully implement the pay plan within two years. The challenge is moving employees within their new pay ranges to a proper "market" point, within a set percentage amount and within a two year period of time. Board members discussed the differences in public sector vs. private sector salary setting methodologies. Salary mid points are typically indicative of satisfactory or average performance. Anything above mid point is considered "excellent" performance, which may warrant a certain additional percentage increase. Market is seldom set at the range maximum. On November 3, City Council approved on first reading the option to implement the pay plan in two years by using funds that were set aside for 1999 and using available productivity savings. The second reading is tonight. Personnel Board members were again extended an invitation to attend the Council meeting if they could. VII. Other business: Board members agreed to re -open discussion on changes to the appeal process at the next meeting. VIII. Adjourn There being no further business, the meeting was adjourned at 1:25 p.m. The next meeting will be January 19, 1999.
