A regular meeting of the Personnel Board was held on Tuesday, May 18, 1999 in the Human
Resources conference room.
Board Members Present: Jim Alderden, Gail Shellberg, Jim Swails, Bob Vouk

I. Minutes/Agenda
The minutes from the March 16, 1999 meeting were approved as written.
II. Personnel Board Hearing Procedure Revisions
Members discussed the proposed revisions to the hearing rules and expressed the
following comments:
• Goals were goals that the Board wanted to achieve and not part of the
procedures, but as they appear now, they are part of the hearing rules.
• It would be helpful to have an instruction sheet for the appellant so he/she
would know what to expect at the hearing.
• Open vs. closed meetings. Open meeting means anyone can attend the
meeting. Only individuals identified as witnesses may attend a closed
meeting. More information on open and closed meetings should be
included in the rules.
• Each party should provide a witness list.
• Hearing procedure is looking more legal and has become too big.
Dana Shea -Reid will draft revisions and distribute to Personnel Board members for
comments.
III. Budget Feedback
The City Manager asked all Boards and Commissions to provide input for the bi-annual
budget process. Based on this request, Personnel Board members relayed their comments
and concerns regarding the City's budget policy in a memo to the City Manager. Bob
Vouk said it would be good if the memo could open some discussion about the budget
process. He would also like the City Manager to attend one of the Board's meetings to
help facilitate this discussion.

Gail Shellberg commented that he thought there should be some response from the City
Manager. Rick DeLaCastro reported that Frank Bruno, Assistant City Manager, read the
memo and thought it was good and that the Board brought up some issues that need to be
discussed. Rick also said that some of the items in the memo are being addressed such as
the pay philosophy. Rick will follow up with the City Manager for his response.
IV. Appeal Follow Up
A recent appeal was heard by the Board and their recommendations and findings were
sent to the City Manager. The City Manager supported the Board's decision.
V. Pay Plan Update
Rick DeLaCastro reported that he has met twice with the John Fischbach, City Manager,
Diane Jones, Deputy City Manager and Frank Bruno, Assistant City Manager to discuss
the pay plan for this year, next year and to identify whether we are paying by step/grade
or performance.
Human Resources staff is drafting a document to capture the current practice and where
we are going. Rick also relayed that discussion was held with Executive Lead Team
(ELT) to get their feedback. He said the focus was more on performance than time and
grade. One department already has a skill -based plan in place. There was agreement by
ELT to continue the discussion.
Rick said that compensation and administration guidelines need to be developed. There
have been numerous memos from Human Resources and the City Manager's Office and
there has been confusion in implementing the pay plan because there were so many
memos. Human Resources is starting to develop compensation and administration
guidelines and will get these out to departments.
Rick will continue to meet with John Fischbach, Diane Jones, and Frank Bruno, to
determine how to handle implementation next year.
VI. Policies and Procedure Update
Rick reported that seven - ten current personnel policies have been revised. John
Fischbach has reviewed the revisions and copies will be sent to service directors for
comment.

VII. Announcements
Dana Shea -Reid gave an update on the International Personnel Managers Association
(IPMA) conference she attended in England. Dana wrote an article about the conference
and it will be published in the IPMA newsletter. )gyp

Dana said she was advised by the City Clerk's office that they received fob applications
for the two open board positions.
Bob Vouk announced he might be leaving the area due to a job change.
Dana Shea -Reid announced to the Board that this is her last meeting as the staff liaison.
Rick DeLaCastro, Human Resources Director will assume the role of liaison.
