A regular meeting of the Personnel Board was held on Tuesday, September 21, 1999 in the
Human Resources conference room.
Board Members Present: Jim Alderden, Valerie Remington, Gail Shellberg, Jim Swails,
City Staff Present: Rick DeLaCastro, Human Resources Director
Greg Tempel, Assistant City Attorney
Joan Busch, Admin Support Supervisor (Recorder)
Other Staff Members Present: Ron Uthmann, Poudre Fire Authority
I. Minutes/Agenda
The minutes from the July 20, 1999 meeting were approved as written.
II. Personnel Board Hearing Procedure Revisions
Greg Tempel discussed with members his suggested revisions to the Personnel Board
Hearing Procedure. Greg advised that the Procedure should be in agreement with City
Ordinance regarding open meetings. Greg provided revised language to Procedure D of
the Hearing Procedures which states that hearings of the Board shall be open to the public
unless requested by the appellant or the City and the Board determines by two-thirds vote
of the quorum present that the hearing should be held in executive session. Valerie
Remington moved that this revised language be adopted. Jim Alderden seconded.
Motion passed.
Jim Alderden suggested adding a statement that addresses sequestering a witness.
Valerie Remington seconded. Motion passed. Greg Tempel suggested the Board might
clarify that the appellant may ask city employees to be witnesses. Jim Alderden moved
that language be written to address coordinating city employees as witnesses through the
Human Resources Department if so requested. Valerie Remington seconded. Motion
passed.
Ron Uthmann requested that for Poudre Fire Authority's use that references to the City
Manager are changed to Fire Chief and references to City Attorney should be PFA
Attorney.

Gail Shellberg reminded Members and requested that the Board's Goals be kept separate
from the Hearing Procedure. Members agreed.
Rick DeLaCastro reviewed with the Board the language changes to the Hearing
Procedures made today, and clarified that the Hearing Procedures would be sent to the
appellant, but not the Board's Goals. A revised copy of the Hearing Procedures will be
sent to each Board member. Greg confirmed that the changes made at this meeting and
approved by the Board will be the version sent to the appellant.
At the Board's request, Rick drafted guidelines for the appellant which gives them
information about the appeal process.
III. Hearing Appeal
Rick advised that there is an appeal pending and asked the Board for dates that they
would be available for a hearing. Suggested dates included: October, 26, or 27, or 28.
Rick will contact Jim Martell, the Board's attorney, to determine if any of these dates
will work for him and schedule a day. Joan Busch will confirm that date with the Board.
The hearing will begin at 9:00 a.m.
IV. New Member
Chuck Washington is the newest member to join the Personnel Board. Rick reported that
Chuck works for Innovative Companies Inc. Chuck advised Rick that he would like to
participate in the upcoming hearing. Rick suggested to the Board that they meet with
Chuck prior to the hearing to advise him of his role at the hearing. A new member
packet will be mailed to Chuck and Rick said he would be available to answer his
questions if needed.
V. Compensation Update
A copy of the City's Compensation Policies were distributed to board members. Rick
reported that these guidelines are designed to answer staff questions on pay
administration
Rick also advised that the City's outside benefits consultant, The Segal Company, was
working on a projection of benefit costs for the next year. In addition, Human Resources
staff is working on analyzing market data to determine labor market adjustments for next
year.
V. Announcements
Ron Uthmann announced that PFA would host the November Personnel Board Meeting.
The exact location will be announced.
