A regular meeting of the Personnel Board was held on Tuesday, January 18, 2000
in the Human Resources Department conference room.

I. Minutes/Agenda
Chuck Washington had a question regarding the November 16, 1999 minutes in reference
to moving employees within a pay range. Rick DeLaCastro explained that employees'
salaries are adjusted either through range movement, merit increases or step increases.
The minutes from the November 16, 1999 meeting were approved as written.
II. 1999 Annual Report
Rick DeLaCastro advised that the Board's 2000 Work Plan is due to the City Clerk's
Office by February 7, 2000 and he offered to write the draft if the Board would provide
points they wanted to discuss. Gail Shellberg suggested that the July meeting with the
City Manager be included. Other items to be included: employee appeal hearings; and the
appeal hearing procedure revisions. Jim Swails asked Rick to prepare a draft of the report
and mail to the Board for their comments.
IIl. Pay Plan
The first reading of the City's proposed 2000 Pay Plan was presented at the City Council
meeting on November 16, 1999. Rick reported that a citizen pulled the item off the
consent calendar; however, when the item came up for discussion much later in the
meeting, the citizen was not there for comment. Council approved the pay plan.
As a result of pay plan changes some employees with positions tied to a reclassified
position are now requesting a review of their own position. There are 21 such pending
requests. In addition there are some outstanding issues such as the pay grades that were
moved up and there were no individual employee salary adjustments. These employees

are asking to be moved proportionately in the new pay grade. Rick stated by moving
these employees it would impact future reclassifications. Based on a survey of other
Front Range employers when a pay grade is moved the following may happen:
1. Employee moves proportionately.
2. Some percent of salary increase was given.
3. Different practice depending on reason for change. A reclassification based
on a change of job duties is treated differently than a changed based on
market.
4. No additional increase (private sector).
Rick has been meeting with the City Manager and Deputy City Manager to address the
adjustments.
IV. Pre -Employment Drug Testing
Rick announced that the City will be implementing a pre -employment drug testing policy
beginning February 1, 2000. The City's policy requires that a conditional job offer is
made to select applicants and they will have 48 hours to report for their drug test. This
will apply to all new hires with the exception of some hourly positions that are not safety
sensitive. Training sessions will begin this week and all hiring supervisors are required to
attend one session. A packet of training materials was distributed to the Board.
V. Policy Changes
On November 29, 1999, Personnel Policy revisions were distributed to employees.
Upcoming policy changes will include employee reimbursement to the city for personal
long distance calls, and vacation leave accruals and balances.
VI. Other
Rick advised the Board that there is a possibility two personnel appeals --one from Police
Services and one from Poudre Fire Authority. PFA's policy requires the employee to file
an appeal within ten working days of disciplinary action and the appeal needs to be held
within 30 days. Also, the Board's recommendation would be made to the Fire Chief
rather than the City Manager.
