Board Members Present: Jim Alderden, Valerie Remington, Gail Shellberg, Jim Swails, Chuck Washington City Staff Present: Rick DeLaCastro, Human Resources Director Vicki Czaplewski, Clerical Aide (Recorder) Other Staff Members Present: Ron Uthmann, Poudre Fire Authority I. Minutes/Agenda The minutes from the March 21, 2000, meeting were approved as written. IL Other Business Not on Agenda Rick communicated that Karla Smith, coordinator for boards and commissions, is requesting that all board members whose terms expire mid -year to extend their term until December 31. III. Drug Testing of Volunteers Rick explained that pre -employment drug testing policy was effective as of February 1, 2000. Human Resources has gotten requests from various departments to terminate the drug testing of volunteers. Reasons stated were problems in hiring volunteers, such as coaches. Human Resources polled other cities on the front range and found that we are the only city that does pre- employment drug testing on volunteers. In light of this information, the City Manager decided testing volunteers is no longer necessary. Police will continue drug testing volunteers and the Police General Directives will be altered to reflect that. IV. Human Resources Employment Update Rick communicated that Human Resources has hired the Compensation Administrator, Amy Sharkey. Human Resources is in the process of reviewing applications for the Assistant Human Resources Director. There were 111 applications received and the department will be selecting 8-10 applicants to participate in a written exercise and an interview will be scheduled after the written responses are reviewed. Rick extended an invitation for any Personnel Board member who is interested in sitting in on one of the interview panels to let him know. Chuck and Valerie voiced an interest in doing so. V. Human Resources: Major Projects for 2000 Rick presented the members with a handout of major projects for 2000. They are ranked in priority and the majority are compensation -related. Rick summarized the following: • Personnel Policies and Procedures are on the Intranet. • Human Resources Policy Audit — Interpretation and enforcement of policies may vary between City departments. Consistency is important. An audit is needed to determine what is being followed and what is not, and why. • Training — The salary for the Training Coordinator was used for the Compensation Administrator. However, the City Manager has indicated that he hopes to provide additional money for a citywide training program. • Testing Program Evaluations — The City needs to update its testing materials for positions such as clerical staff, cashier, etc. The materials are extremely out of date. • Benefits Panel —The panel is reviewing City's benefits package. Rates are continuing to rise. The Benefits Division is sending out a request for proposals for a new benefits consultant. • Employee Morale Survey — The City Manager has determined that this is not a priority at this time. • Process Improvement Team — This team will be working to speed up the process for hiring contractual employees. VI. Other Ron Uthmann offered to give a tour of PFA Station 12 after the meeting was adjourned. VII. Adjourned There being no further business, the meeting was adjourned at 1:20 p.m.
