Board Members Present: Jim Alderden, Valerie Remington, Gail Shellberg, Jim Swails, Chuck Washington City Staff Present: Rick DeLaCastro, Human Resources Director Joan Busch, Admin Support Supervisor (Recorder) Other Staff Members Present: Ron Uthmann, Poudre Fire Authority I. Minutes/Agenda The minutes from the May 16, 2000 meeting were approved as written. II. Announcements Rick DeLaCastro advised the Board of a potential appeal from an employee who was suspended for one week. The employee indicated that he may appeal this disciplinary action to the Board, and Rick noted that the employee would need to file his appeal this week. Nothing has been received to date. Board members reviewed their calendars and tentatively set aside August 25 as a possible hearing date. Rick will keep the Board updated. III. Compensation and Benefits Rick DeLaCastro distributed copies of the proposed time line for 2001 Compensation and Benefits implementation, which was sent to the City Manager. Departments have budgeted 3.5% over their 2000 compensation and benefits budgets for 2001. Human Resources has sent out a salary survey to other Front Range cities asking for data on the city's benchmarked positions. Surveys are due by August 1, 2000. Human Resources also has collected salary data from Colorado Municipal League (CML) and Mountain States Employers Council. IV. Occupational Group Update Providing some background, Rick advised that Labor Market Adjustments (LMA) were given by occupational group. The 2000 Labor Market Adjustment was the same as a Personnel Board Minutes July 18, 2000 Page 2 structure adjustment. If we move to a pay for performance system, the city needs to make sure the LMA is in sync with pay for performance. There are some positions that have been identified as being in the wrong occupational group such as some Tech/Engineering positions should be in the Information Technology occupational group. H.R. needs to be sure the criteria established will ensure jobs are in the appropriate occupational group. The Unclassified Management Occupational Group is the most affected, as there are a variety of skills required for these positions, but they are all grouped together because they are managers. V. Job Evaluation Project Rick distributed to each Board member a copy of a memo to the City Manager from Amy Sharkey, Compensation Administrator, which addressed the city's need to develop a comprehensive means to evaluate jobs. Human Resources will begin this project and establish an employee Job Evaluation Design Committee. Amy will also research what other organizations are doing. VI. Skill Ladder Another memo from Amy Sharkey was distributed regarding skill ladder guidelines tied to wage increases. Rick reported that this memo to the City Manager addressed wage increases to employees based on a stated skill ladder, which is often larger than that available to employees who receive merit increases. Human Resources suggested that it would benefit the City to have system that would tie the skill ladder development to job requirements as specified in the job description. There would also be a process to monitor skill level assessment strategies for fairness, accuracy, and consistency. Amy Sharkey will be working on designing a skill ladder system beginning in September and review with managers beginning in January 2001. VII. Assistant H.R. Director Rick announced that 111 applications were received for this position, and of these three were selected for interviews. One candidate has been interviewed, the second candidate will be intereviewed on July 24, and the third candidate withdrew. VIII.
