HomeMy WebLinkAboutPersonnel Board - Minutes - 09/19/2000PERSONNEL BOARD MINUTES September 19, 2000 12:00 Noon Council Liaison: Ray Martinez, Mayor Staff Liaison: Rick DeLaCastro, Human Resources Director Telephone: 970/221-6845 Board Chair: Jim Swails Telephone: 970/493-1566 A regular meeting of the Personnel Board was held on Tuesday, September 19, 2000 in the Human Resources Department conference room. Board Members Present: Jim Alderden, Valerie Remington, Gail Shellberg, Jim Swails, and Chuck Washington City Staff Present: Rick DeLaCastro, Human Resources Director Joan Busch, Admin Support Supervisor (Recorder) Other Staff Members Present: Ron Uthmann, Poudre Fire Authority I. Minutes/Agenda The minutes from the July 18, 2000 meeting were approved as written. II. Employee Appeal — Process Review Members discussed and critiqued the recent employee appeal hearing and it was agreed that overall it went well. The hearing was lengthy, but the information presented needed to be thorough. Members would like testimony to be succinct and not redundant. Members commented that the audiotapes of the employee's previous pre -discipline hearings was helpful and seemed to cut down on the number of witnesses. Rick DeLaCastro commented that this is generally not done, but in this case the Assistant City Attorney thought it would be helpful to the Board. Rick advised the Board that the City Manager upheld their decision. Rick advised that there doesn't appear to be any new appeals coming up. III. Boards & Commissions Annual Recruitment Board members with expiring terms this year are Jim Swails and Jim Alderden. Applications for reappointment are due September 29, 2000. The Board may elect a new Chair now, or in January/February after Council makes all Board & Commissions appointments. Chuck Washington moved that the election of the Personnel Board Chair occur in January. Gail Shellberg seconded. Motion passed. M Personnel Board Minutes September 19, 2000 Page 2 IV. Boards and Commissions Staff Liaison Role A memo from the Boards and Commissions (B & C) Staff Liaison Subcommittee was distributed to Board members. This memo was a draft of recommendations for the B & C Staff Liaisons role. Rick DeLaCastro commented that the Personnel Board reports directly to the City Manager while the other Boards and Commissions report to Council. Members had no additional feedback and thought the draft was fine. V. I.T. Website Survey All Boards and Commissions members were asked to participate in a survey conducted by the City's Information Technology (I.T.) department. This survey is gathering feedback about citizens' interaction with the Internet and the City's Website. The survey is due September 22, 2000. VI. Skill Based Pay Rick reported that a committee has been selected to work on identifying criteria and guidelines on jobs eligible for skill based pay to make it consistent throughout the organization. The committee will begin by looking at jobs in the trade area, police services, and positions that require certifications. Skill based pay won't change the ranges, but will change the way employees move through the range. VII. Announcements The next Board meeting will be held on Tuesday, November 21, 2000. Chuck Washington reported that he would not be able to attend. VIII. Adjourned There being no further business, the meeting was adjourned at 1:10 p.m.
