Call Meeting to Order: The regular meeting of the Youth Advisory Board was called
to order by Vice -chairperson Ana Rocca at 7:05 p.m.
Approval of Minutes: On a motion by Mera Geis and seconded by Julian Archuleta,
the minutes from September 5, 2001 were unanimously approved (6-0).
Agenda Review: No changes.
Citizen Participation: No citizen participation.

The Board members introduced themselves to Mayor Ray Martinez who was in
attendance.
ELECTION OF OFFICERS
Julian Archuleta, Mera Geis, and Ana Rocca indicated their interest in chairing the Youth
Advisory Board; Julian and Robbie were interested in the vice -chair position.

With voting done by written ballot, Ana Rocca was elected Chairperson, and Robbie
Weisser was elected Vice Chairperson.
WORK PLAN IDEAS
The following topics were discussed for possible inclusion into the Board's work plan:
• Fund-raising for the Youth Activity Center
• Developing a cable TV show
Perhaps produce bi-monthly rather than monthly.
• Inform teens about what is involved upon turning age 18 (laws, voting, etc.)
• Youth service learning
• Network with Loveland and Greeley youth advisory boards and exchange ideas
• Brainstorm ideas for things teens can do on the weekends
The Board decided to delete the item regarding informing teens about what is involved
upon turning 18; the remaining ones were approved on a unanimous vote by the Board.
The Mayor indicated that Council will want the Board's input on Transfort's plan for
Route 9, but the Board opted not to put this item on their work plan.
FUND-RAISING FOR THE YAC
Julian intends to hold a dance for all high schools on October 26 with half the proceeds
going to the YAC. A professional deejay would provide the music, and donations would
be solicited at the end of the night. Julian would like as much involvement from the
Board as they would be willing to give. A sub -committee meeting will be held on
October 10 at 6 p.m. at the YAC to further plan this event.
Since there will be some expenses (off -duty police officers, etc.), the Mayor suggested
asking Rotary or Kiwanis for sponsorship money, and he stated that Neighborhoods
United might be willing to help financially. Carrie Visentainer indicated that TEAM Fort
Collins would be willing to help sponsor.
Julian suggested having a very diverse group to plan the event, so the sub -committee is
not necessarily limited to Board members.
Other ideas to raise funds included: car wash, shoot baskets for pledges, rake leaves,
shovel snow. It was mentioned that Rick Allnut (Allnut Funeral Home) will pay kids to
shovel snow for senior citizens. Perhaps there could be fund-raising competitions
between schools (i.e. organize a penny war between schools). Patrick McCosh suggested
putting information in school newspapers about the new Youth Activity Center. Mark
Larkin suggested selling concessions at CSU games to raise money.
Julian suggested the sub -committee work out the details of the leaf -raking plan when they
meet to plan the dance on October 10.

BRAINSTORM IDEAS FOR JOINT PROGRAMS BETWEEN THE YAC & THE
FOOTHILLS FASHION MALL
Julian suggested getting merchants to agree that part of sales goes to YAC when coupon
is presented. Maybe create a coupon that is good on October 26 only that can be used
prior to the dance.
Kristin Keefe (guest) is the manager of a store in the mall. She suggested that staff/YAB
deal with mall management rather than with individual merchants that are tied to
corporations who don't do local promotions. Perhaps create a coupon that a merchant
would give a teen for a free climb on the wall at the YAC. Julian, accompanied by
Kristie Blackmon (YAC staff), will talk to mall management about their ideas. Peggy
will contact mall management staff to get Julian and Kristie invited to the mall
management/merchant meeting on Monday, October 8 at 9:00 a.m.
DISCUSS PROGRAM POSSIBILITIES FOR EDORA SKATE PARK, FOSSIL CREEK
SKATE PARK, AND NORTHSIDE AZTLAN COMMUNITY CENTER
Robbie Weisser suggested lock -ins or movie nights at Northside. The Board thought
cooking classes at NACC might be successful.
The skateboard park in Ellora Park opened on September 7. The finished product is
world class, having been designed by a consultant who is a skater and local/regional
skaters. Dave Mosnik reported that the dynamics of users is amazing; all ages share the
space and take turns appropriately. Cooper Liska-Smith reported that RMHS students are
very pleased and suggested a competition. Dave Mosnik suggested a cooperative venture
with a skateboard shop. If Board members hear of programming ideas for the existing
skateboard parks (Edora and Northside), they should contact staff.
The design of the skateboard park at Fossil Creek Community Park has not been
finalized. People interested in being part of the design team should contact Dave Mosnik.
It was suggested that staff from Park Planning & Development do a presentation to the
YAB when designing is underway.
ADVISE CITY COUNCIL ON RAVE PARTIES AND ANTI -SMOKING
EDUCATION
Mark Larkin stated that Scott Gammon (SRO at RMHS) would be the contact person to
share information about raves and club drugs. Cooper will invite Scott to attend our next
meeting. Julian doesn't think there are many raves in the Fort Collins area.
The Board questioned whether underage smoking is being enforced. Mark Larkin said it
is most likely being enforced by SROs at the schools. The Board questioned why isn't
the underage smoking ordinance being enforced. Mark suggested taking a look at school
district's drug and alcohol statistics over the last 10 years to see if numbers have
increased or decreased.

SUGGESTIONS FOR YOUTH PROGRAMMING ON CHANNEL 27
Some suggestions were 1) to film skateboarders, 2) to videotape the October 26"' event at
the YAC, and 3) to interview Board members.
YOUTH ACTIVITY CENTER UPDATE
Staff visits to junior high schools begin the week of October 8 to advertise YAC
happenings and give out free one -day passes to the climbing wall, etc. Attendance has
been fairly light at the YAC except for groups; staff is hopeful that school visits will
increase participation. Staff is counting on the Youth Advisory Board to communicate
with schools through their newspapers. Kristie Blackmon will provide YAB members
with information about the YAC for them to submit to their school newspapers.
NORTHSIDE AZTLAN COMMUNITY CENTER UPDATE
Frank Martinez, Recreation Coordinator at the Northside Aztlan Community Center,
reported that the tutoring program is improved with the addition of 4 computers that have
educational software. Staff likes to provide one-on-one tutoring to kids in grades K-12.
A teen weightlifting class is offered as well as a leadership program through Educo that
will take a maximum of 12 kids who have to go through an application process. The
wrestling program is underway, and staff has implemented an intergenerational program
(seniors with kids) that has been successful. The facility has a new wood gym floor.
Volunteers for NACC programs are always welcome.

unanimously (6-0) to adjourn at 8:45 p.m.
