Isabel Garity called the meeting to order with a quorum present at 4:05 p.m.

Affordable Housing Fee Exemption Program:
Julie Brewen from the Fort Collins Housing Authority was present to discuss and answer
questions from the board about the Fee Exemption Program. Kay would like the wording in
paragraph C item 4 to read "The foregoing requirement of perpetual affordability may be waived
to the city".
The Board would not like to have any kind of payback options, keeping the affordability at least
for 20 years. Discussion on whether this program would include Habitat for Humanity since
they allow their clients to move out and use the equity after 5 years. Julie has been having
discussions with Candace Mayo on a solution or options.
Jon had a question as to why the homeownership projects were for families that make under 60%
and didn't include families under 80%. Staff ran the numbers for both. Chuck Wanner thought
that the waiver would have a better chance at 60%. This would be less expensive for the city.
The funds that would be waived would go back to the city department that charges that specific
fee. Staff is still working out whether or not they can do transfers or pay up front. The question
is whether or not it would work within the tabor limits.
Financial Impact of fee exemptions only includes the Housing Authority for the years 2001 and
2002 because there weren't any public or private projects developing housing at or below 60% of
the AMI in these years. Habitat units are not included because they said they could not meet the
requirements.
In conclusion, the board would like the proposal to be re -worded in certain areas so that it is
more flexible to non -profits and for profits. The board is in support of the proposal and would
like to see it e-mailed to the Board before Council meets in March.
Report on CRA Organizational Meeting
An update was given on the meeting with First National Bank and Funding Partners to discuss
the possibility of funds from area banks that could be used for affordable housing. Clarification
was made that Funding Partners does not have operational money. Funding Partners will submit
a proposal in March. Within the proposal the banks would give Funding Partners a grant to hire
a staff person to coordinate the CRA clearinghouse program. Funding Partners is working on a
plan on how they would administer the program.

Pending State Legislation
An update by David Danforth was given that the State is looking at the county housing
authorities having same exemptions like the cities. Legislators are looking to cities at their
ability to use impact fees. David will look into who is pushing this bill through and their
agendas. The board reviewed the pending legislation and chose not to take formal action at this
time.
Land Bank Program Update
Maurice gave the board an update on the program. Staff has looked at about 20 sites and has
narrowed their search to possibly 3 sites. There are current negotiations on I site. This site has
approximately 10 total acres available that meet the criteria.
This has been a long process to identify possible sites and research costs. The price of land is
incredible. A low -end price for an acre of land is $40,000 to $80,000.
David Danforth raised a concern that the City was competing with people in the market place
seeking to purchase land for Affordable Housing.
Special Meeting
The Board agreed to hold a special meeting with the consultant of the "Affordable Housing
Relationship Study" on March 11, 2002 at 12:00 noon. Board members who are unable to make
the meeting can e-mail Kay with any comments or questions.
Election of Officers
Chair: Isabel Garity motioned for Kay Rios to stay on as Chair, David McKelfresh seconded,
motion passed unanimously.
Vice Chair: Kay Rios motioned for Isabel Garity to stay on as Vice Chair, Kathleen Cheroff
seconded, motioned passed unanimously.
Liaisons
The Board appointed several people to act as liaisons with other boards and commissions. A
completed list will be e-mailed by Kay to Board and staff members at a later date.
OLD BUSINESS
Update/Reports on Sub -Committee Efforts
City Plan Review: This is an 18 month to 2 year process starting in April until the end of 2003.
This process will have two parts. The I'apart will concentrate on what type of community Fort
Collins wants to be 20-50 years from now. The 2"d part will have specific revisions to the
original plan. City Council has heard several issues over the past 5 years that will be discussed.
Key boards will be involved by including groups of representatives from those boards. Kay
suggested that board members familiarize themselves with "City Plan".

Work Plan Review
The Board spent time on their work plan assigning members to subcommittees to work on
various items. Kay will e-mail a list of subcommittees and their members before the next
meeting. Joe Frank suggested that the Board create a schedule for each of the subcommittees to
update the Board.
Other
♦ Next meeting agenda:
Status reports from Council Study Session.
Staff update as to where each of the recommendations of the "Affordable Housing
Report" stands.
♦ Public Awareness Outreach Poster Campaign update was given by Heidi Phelps.
♦ List of Board Members was handed out.
♦ Invitation for "Excellence" was passed around. All Board Members are encouraged to
attend.
♦ New HUD Area Median Income guidelines and detailed household sizes were handed out.
♦ Updated Boards and Commissions Manual was given out.
♦ Kay Rios, Isabel Garity, Mary Glode, and Denise Rogers will be members of a subcommittee
to discuss how the Affordable Housing Board will be involved with the CDBG Competitive
Process. Ken Waido will act as the Staff Liaison.
Motion by Isabel Garity to adjourn, Jon Fairchild seconded, motion passed unanimously.
