The following members were present: Marilyn Barnes, Jennifer Sterling Beccard, Ayleen Burns, Loren Hooper, Jack Steele, Jon Wilkinson, and Ann Wilmsen Board Members Absent: None Staff Members Present: David Siever, Lincoln Center Libby Colbert, Lincoln Center Guests: None AGENDA I. Call to order - (3:37 p.m. 1/22) Ayleen Burns lI. Consideration of agenda —No changes III. Consideration of Minutes of November 21, 2002 — The Board suggested the following change to the November Minutes: On the report of the AARP event, add that a Fort Fund banner was hung. New Board Member introduction — Ayleen Bums introduced two new board members, Jack Steele and Jon Wilkinson, each of whom gave the board a brief description of their background and interests. V. Review of Fort Fund Process — At this time the Board reviewed the Fort Fund presentation and grant recommendation process. Board members were also made aware of the amount of funding available for 2003 grants. VI. Review of Past Fort Fund Events - None reviewed VII. Fort Fund Presentations - From 4:30 p.m. to 8:40 p.m., the Board heard presentations from organizations applying for Tier #2 and Tier #3 support from Fort Fund. VIII. Committee Reports - CVB- Ann Wilmsen — The CVB is busy marketing Fort Collins and attempting to add a member to their board who is in the retail business. The CVB has released a marketing video that includes Fort Collins Arts. Art in Public Places — Ann Wilmsen — No report Museum - David Siever — The ground level renovation project is in progress. David suggested that the CRB Board hold their March meeting at the project site so the CRB Board can see the progress of the project. Arts Alive — Ayleen Burns — They have started a fellowship program for artists in the community and are forming a judging panel. An anonymous donor supplied the funds for the program. XI. Fort Fund Funding Recommendations - Based on the presentations heard on January 22, the Board made funding recommendations for Tier #2 and #3 Fort Fund applicants (see attached funding recommendations) Board members were also assigned to act as liaisons for funded events. The Board discussed Tier 3 events that clearly have the start-up funds yet proceed to raise large sums of money. The Board questioned whether Fort Fund grants serve more as a "donations" in these cases. The Board will discuss this item at a future meeting. The Board also questioned why some organizations (e.g. Disabled Resources Services, Public Radio for the Front Range) did not have other sponsorships for their events. The Board also discussed organizations that have national chapters such as the American Cancer Society. Some of these organizations are required to give a percentage of their event profits to the National Chapter. The Board questioned whether the dollars would benefit local services. The Board will have a more involved discussion about these organizations and whether Fort Fund should support these events if the dollars raised are given to the national programs. Staff will determine which organizations have national umbrellas and if the event profits or merely the grant monies stay in Fort Collins. It was also mentioned that events sponsored by many of these types of organizations bring significant tourism dollars to Fort Collins. This will be important for the Board to consider in future discussions as well as the benefit of these events to the Fort Collins community. Jennifer moves to include the American Cancer Society at the minimum amount until the Board can further discuss these issues. Students pay $3 per ticket with the Lincoln Center Support League, and the Lincoln Center supporting the remainder of the cost. Work has been completed on the refurbishing of the Lincoln Center sign at the front entrance. ART IN PUBLIC PLACES: Construction continues at City Park with the cleaning of Sheldon Lake and restoration of City Park Pool. The artist on this project has completed the design which calls for a beautified plaza area. A timetable for lifting the hiring freeze has not been established. CONSTRUCTION The construction on the lower level to create the new entrance, lobby, Museum Store, and information desk are well underway. Contractors began installing drywall on February 141h. It appears the project is on schedule for its completion date of March 17a'. Staff will then prepare the spaces for move in, and begin packing and relocate the Museum Store and information d;-sk. BHA Designs is donating their: expertise to the site plan development of the new entrance. Plans will include two access points into the Heritage Courtyard to accommodate visitors from both the west fagade of the building and those from Olive Street to the south. The Community Gala -Open House introducing the new entrance and two new exhibits is scheduled for May lOs', 1-4:30p.m. with a free concert in the park from 4:30 - 6:30p.m. EXHIBITS History Floods Fort Collins, permanent history gallery. The Overland Trail Gallery will be closed until after construction. The next exhibit, Aerial Kite Photography, will open as part of the grand re -opening on May 10. The North Gallery will also be closed until May 10, due to budget cuts and construction. Fischbach, City Manager Y_ RE: City Budget Preparation The City of Fort Collins will soon begin the development of the City's budget. As you are aware, the City adopts a two-year budget. In September 2003, I will be recommending to City Council the biennial budget for fiscal years 2004 and 2005 for their consideration and approval. To formulate my recommendation, I want to provide an opportunity for the various Boards and Commissions to offer suggestions on key budget issues for the years 2004 and 2005. I view the budget not only as a tool to manage and control expenditures and revenues but also as a blueprint for outlining service priorities that reflect our community values. This will be all the more important for the upcoming biennial budget period because of the trying economic conditions we are currently operating in now and, by all current indications, will be operating in the next year or so. If your Board or Commission has any policy or service suggestions, either enhancements or reductions, that you think would be important for Council to consider for 2004 and 2005, I would like to hear from your group by April 28, 2003.
