A regular meeting of the Cultural Resources Board was held on Thursday, May 29, 2003 at 12:00 p.m.,
at the Lincoln Center. The following members were present:
Board Members present: Ayleen Burns, Loren Hooper, John Wilkinson, Arm Wilmsen,
Jennifer Sterling Beccard, Marilyn Barnes.
Board Members absent: Jack Steele
Staff Members present: Marty Heffernan, Jill Stilwell, David Siever

N. Colorado Committee For The Arts Business Award Nomination Process —
The CRB told Gary Hixon they were going to nominate he and Carol Ann Hixon for the
Colorado Businesses for the Arts Individual leadership award. The Hixons are being
nominated for their tireless energy, commitment and vision to the arts and culture of the
Fort Collins community. Gary was surprised and honored, and stated he and Carol Ann
would be willing to accept the nomination.
The CRB requested the Hixons review and expand the list of activities and supporters
compiled thus far and return to Jermifer Beccard before June 25"'. The Hixons, Anne
Wilmsen, and Jennifer Beccard will meet later in the summer to review the application
materials. The Hixons willingness to assist in completing the required information for
the nomination was greatly appreciated.

V. City Council "Period Review Process" —
City Council requested all boards and commission answer a series of questions
regarding their effectiveness and purpose. Jennifer Beccard distributed answers compiled
from a CRB sub -committee assigned to completing the form. The form is due on July 7
and will be discussed at a City Council study session on July 22"a. Attached to the form
will be the city code, work plan, and annual report.
The CRB suggested the following items be added: estimated volunteer hours
board members contribute including hours spent attending Fort Fund events; how many
organizations and different events have been funded through Fort Fund; and the arts and
economic prosperity document. Any other suggestions or changes should be forwarded to
Jennifer Beccard, Ayleen Bums, or John Wilkinson as soon as possible, with final
revisions to occur at the June 25`h meeting.
A suggestion was also made to have the CRB chair regularly seek out an informal
lunch or coffee appointment with the City Council liaison every few months to help
increase communication.
VI. Review of April FF Process -
A few questions arose from the April applicants about the ranking process. The
Board discussed this issue and determined that the subjective aspects of the process are
balanced by using an average of all 7 board members' rankings. This is an accepted and
widely used process. The board decided the ranking process does not require change, but
thought it is important to remind the applicants to fully complete all aspects of the written
application and prepare adequately for the oral presentation, making sure they cover
everything to the best of their ability.

Follow-up meeting, Thursday June 26, 12:00 p.m. Bring your own lunch.
Applications are due on June P. Many new applicants are anticipated.
VH. Whitebird Productions -
Whitebird Productions returned their Fort Fund award, but then sent a letter
requesting to have their award reinstated if they rescheduled their performance for the last
day of their former contract. The Board cited their previous decision to revoke
Whitebird's award and to require Whitebird to reapply at a future funding session.
John Wilkinson moved to not fund this program

IX. Committee Reports/Event Updates -
Fort Collins Museum: Jack Steele, liaison, absent
Convention and Visitors Bureau - Marilyn Barnes: discussion items included new
improved transportation to DIA and Performing Arts & Convention Center update.
Art in Public Places: John Wilkinson - APP hosted presentations by Barry Rose for his
sculpture at the Gardens at Spring Creek (which will incorporate sandstone recycled from
the Fort Collins Museum and by the artist for the Power Trail. Discussions also covered
5 locations for artwork along the Mason Street Corridor.
X. Other Business -
David Siever announced that he will retire on September 19`h. He also announced Mark
Breimhorst will be retiring on July 25`h. Libby Colbert will leave on maternity at the end
of August. Marty Heffernan was on hand to answer questions from the Board.
Jennifer Beccard expressed an interest in learning more about the Performing Arts Center
discussions that are happening with the Convention and Visitors Bureau and the
Downtown Development Authority. Ayleen Burns will contact Chip Steiner of the DDA
and invite him to the August CRB meeting.

ART IN PUBLIC PLACES:
City Park Pool — The project will be complete after the signage is installed. Staff
attended the grand reopening of the City Park Pool and distributed postcards on
the art project. The piece consists of wave seats, a "fun house" mirror, and 100
aluminum disks that represent the summer swimming pool season.
