The following members were present: Board Members present: Marilyn Barnes, Ayleen Burns, Jack Steele, Jennifer Sterling Beccard , John Wilkinson, Ann Wilmsen, Loren Hooper Board Members absent: None Staff Members present: David Siever, Jill Stilwell, Marty Heffernan, Libby Colbert Guests Present: Chip Steiner, Fort Collins Downtown Development Authority I. Call to Order — (12:08 p.m.) Ayleen Bums II. Consideration of agenda - No Changes III. Consideration of Minutes of July 31, 2003 There was one clarification to the definition of the "naming policy" — no changes to minutes Motion to accept minutes — Jack Steele Second —Ann Wilmsen Passed Unanimously IV. Downtown Strategic Plan — Chip Steiner, Downtown Development Authority Chip Steiner reported that the DDA Board decided that it was necessary to build a Performing Arts Facility in the Fort Collins central business district. The plan focused on the "Chataqua" philosophy of culture, art, spirit, and education. The purpose is to utilize the current resources and strengths in the existing galleries, theatres and to expand on this by incorporating a "world renown performing arts facility," farmers markets, more galleries, an art school, horticulture, culinary arts, etc. The plan also speaks to creating a pedestrian friendly environment by utilizing the alleys. Chip reported that the DDA is committed to giving $10 million to the project and leveraging $15 million in private investment. Naming rights would bring in an additional estimated $10-$35 million. The timeline for the project is to go to the voters in 2005 and to have the performing arts facility built by 2008. Mr. Steiner also reported that the current plan is to have the private sector manage the center, but have the city own it. A city appointed board would govern the facility. The plan is to have year-round programming. The board and staff responded with questions about how the two facilities (Lincoln Center and the new nerformine arts facility) would work touether/comnete. The board also expressed the 417 West Magnolia • Fort Collins, CO 80521-2646 • (970) 221-6735 • FAX (970) 484-0424 importance of the DDA working with the community and the city in the planning of such a facility/philosophy. It was discussed that there is much research that needs to be accomplished before the plan proves viable (i.e. market analysis, year-round programming, etc.). The Board voiced support of such and idea and would like to continue discussions with the DDA and keep apprised of the development of these plans. V. Colorado Business Committee for the Arts (CBCA) Awards progress and update: Ann Wilmsen and Jennifer Sterling Beccard reported on the status of the award. Ann had contacted the staff at the CBCA and they confirmed the November 7`h deadline for the applications. Letters in support of the Hiaon's nomination are continuing to arrive and Ann Wilmsen reported that the committee is soliciting additional letters. Libby Colbert reported that while she is on leave, Charity Kunter and Jill Stilwell will assist with the administrative duties related to submitting the application. VI. Tier 3 events funding re: seed money Because of time constraints, the Ayleen Burns suggested that this item be postponed until the September meeting. VII. Final approval of the changes to the by-laws Staff made one change to the by-laws. Staff will submit the revised by-laws to the City Clerks Office. Jack Steele moved to approve the revised by-laws Ann Wilmsen seconded the motion Unanimously approved VIII. Discussion re: State of the Arts document Jack Steele distributed a document outlining his ideas on items for the Museum staff, Museum Advisory Council (MAC) and the Cultural Resources Board to work on. The items included: 1) Defining the role of the Museum in the community and the direction the community would like to see the Museum take; 2) The state of the Museum/City's Heritage (State of the Arts Document); and 3) Plan for inventory of the City's historic resources. The board discussed Bill Bertschy's comment at the Periodic Review council meeting regarding the City's historic sites. The board grappled with whether they should address this concern since they had removed the charge of reviewing historic sites from their by-laws. The board agreed that it would be beneficial to hear from the Museum on their current status and their plans for the future (i.e. role in the community, facility , programs). The board suggested that the Museum staff and MAC make a presentation to the CRB at the November meeting. The board also discussed whether a State of the Heritage document was needed to address these current concerns. This item will be discussed at the January 2004 meeting. IX. Review of Fort Fund Events — Ayleen Buns reported that she will not be able to attend the Food Bank's "Shared Abundance" event on October 11 and asked if someone else could serve as a liaison. Board members will check their calendars and report back at the September meeting. Opera Fort Collins —The Magic Flute (Ayleen Burns) — the performance was'/, full, very nice event Denver Track Club - USA Track & Field Pentathlon (Ayleen Burns) — very well attended, banner was hung DBA - Thursday Night Market (Jennifer Sterling Beccard) — not very well attended; banner was hung; she suggested more food vendors for future events; is Thursday night the best night? Neighborhood Resources —Neighborhood Nights Series (Ann Wilmsen) — She thought it was primarily going to be movies, but the events were mostly concerts to start. The one at Library Park showed a movie after the concert and it was an "extreme sports" movie. Not many people stayed for the movie. Elderhaus — Annual Pig Roast and Barn Dance (Jon Wilkinson) — Banner was hung; low attendance; great event. Disabled Resource Services — Winefcst - the final report did not sufficiently track visitors, etc. Staff will send a letter to the contact informing them that Rich Harter of the CVB is a great resource for helping track this information. X. Recognition Wall — David Siever — Jill Stillwell reported that it had been suggested that David Siever's picture be added to the Lincoln Center's "Recognition Wall" in honor of his outstanding dedication and service to the Lincoln Center. Jennifer Sterling Beccard moved to award David Siever placement of his photograph on the Recognition Wall in honor of his outstanding dedication and service to the Lincoln Center. Loren Hooper seconded the motion Unanimously approve Jennifer Sterling Beccard offered to present the photo/honor at his retirement party if needed. XI. Committee Reports —None XIL Official Welcome to Jill Stilwell Ayleen Bums, on behalf of the Cultural Resources Board, warmly welcomed Jill Stilwell as the new Director of Cultural Services and Facilities. Class McDonald's Crew Meeting North American Title-1031 Exchange Class City of FTC Natural Resources Open House 13 private receptions and meetings VISUAL ARTS: 13th Colorado International hivitational Poster Exhibition September 12 - October 30 In collaboration with Colorado State University, the Lincoln Center is featuring the work of Honor Laureate Chaz Maviyane-Davies, CIIPE Directors, and the Poudre School District High School Posters. ART IN PUBLIC PLACES: The APP Board is working with the Utility Department on several upcoming projects. An artist has been selected to create 5-6 large bronze figures for the Utility Service Center. The team is also working on projects for the Oak Street Plaza, Sheldon Lake and an electronic distribution center (substation.) FORT COLLINS MUSEUM REPORT CULTURAL RESOURCES BOARD August 2003 Crossroads at the Council Tree: Native American Music Festival On August 30, 2003 the Museum hosted a music festival featuring Native American musicians. The all day free event featured a variety of musical talents including the rock sound of Will Goes In Center, the classical talents of Gabriel Ayala, the hip -hop of Julian B., and the story telling of Jackie Bird. The evening event at the Lincoln Center featured the blues of Indigenous. While the rain dampened attendance, the festivities were well received by the public and the musicians alike. This event grew out of consultations between over fifteen tribal communities and the Museum during 2002 in conjunction with its Native American Graves Protection and Repatriation Act program. The purpose of the music festival is to educate the public about contemporary Native Americans through music and the arts, and to bring native and non -natives together in celebration of the Native American legacy of Fort Collins and the region. This will be an annual event held on Labor Day, weekend. Sam English: Activist Posters in Indian Communities Sans English: Activist Posters in Indian Communities, an exhibit featuring the works of Ojibwe artist, Sam English. His exhibit is being held in conjunction with the CIIPE, CSU poster exhibition, and represents how he has devoted much of his life to promote awareness of Native American issues through his art, including, domestic violence, fetal alcohol syndrome, and higher education for Native peoples. The artist's reception was held on Friday August 29. Museum Store: The Museum Store had record sales both with the Sam English reception and the Music Festival. During the four hour reception the store sold over $1,000 in merchandise. $1,400 was sold during the Music Festival. Grants: The Museum has applied for a grant to the Daniels Fund for $40,000 to enhance educational programs targeting K-12 students.
