V. Water Cycle Wall Update
Ms. Martin introduced Marcee Camenson and Kevin McBride from the City's Utility Department. They have
been collaborating with artist Janet Austin and Poudre School District students on this project. The project
will illustrate the connections between water and other living things. Janet Austin has moved out of the state
but was here in July and presented drawings of her current ideas. The final design will be created with
student drawings as inspiration for the insect & plant designs. The proposed design will include applying
mosaic tiles, handmade porcelain tiles and low relief bronze sculptures to the 32-foot long wall.
Mr. McBride said the area is currently used twice a year by nearby Blevins Jr. High. The walls' location along
the bike trail will hopefully provide an opportunity for adult education as well. Ms. Austin has contacted a tile
supplier who believes the file could be installed before our cold weather arrives. Ms. Camenson and Mr.
McBride agreed that the phasing of the piece, with the mosaic installation taking place this fall, would work
well for them. Ms. Liska-Smith raised concerns about vandalism. Ms. Martin said the artist was researching
a protective sealant.
Ms. Dale motioned to except the proposal and to proceed with the mosaic installation.
Ms. Gram seconded.

VI. Fossil Creek Community Park Discussion
Roger Sherman, of Bha Design, Inc., has been working with design consultant, Andrew Dufford, in the
creation of concepts for Fossil Creek Park. The theme of the 100-acre park is time and fossils. Mr. Sherman
presented drawings of the current design. There are five areas that the design team feels would be good
locations for public art. They include; the walk through time area, wet lands, Adventure Island, Lake Pavilion
and in the water. It was suggested that an open competition seeking to commission an artist or artists would
allow the selected artist(s) to work with the design team. Mr. Dufford is the design consultant, but is not
guaranteed to continue with the next step. The budget will be phased with the possibility for future
installments, but Art in Public Places currently holds approximately $51,000 for this project. The park
construction is currently scheduled to be completed the end of 2002, with the park open in 2003. Mr.
Sherman recommended listing an RFP, with submissions due in October. Ms. Martin stated that it is
important the RFP clarify that the full budget may be used for multiple pieces and multiple artists.
Mr. Howe motioned to proceed with Requests for Proposals, which would commission an artist or artists to
work on the Fossil Creek Project with the design team.
