Regular Meeting
Wednesday, April 16, 2001
City of Fort Collins Human Resources Conference Room
Present: Rick Aulino, Brian Carroll, Maria Martinez, Jay Molock, and Becky Richardson
Absent: Monica Garcia, Carole Stansfield
Staff: Lt. Carlson, Wendy Hartzell and Greg Tempel
Minutes:
The February minutes were reviewed and discussed. Rick Aulino made a motion
to accept the minutes as written. Maria Martinez seconded the motion. No
discussion and the motion passed 4-0.
Review of Absences:
Carole Stansfield and Monica Garcia were both absent with proper notice.
Public Input:
Three CSU students were present. The CRB process was explained and questions
answered.
New Business:
Pending Cases -
2001-1: The complainant lives in Cheyenne. The case should be ready for the
Board soon. Lt. Carlson will distribute the investigation report to the subcommittee
members as soon as the investigation is complete.

City Building:
Human Resources will be moving in June or July to the new City building. Police
Services may take over its building, which would create a conflict of interest for the
CRB to meet in its conference room. Lt. Carlson will be investigating other possible
meeting locations and will report back. It was agreed that the Board would rather not
change its current meeting night.
Old Business:
Board Improvement - Carole Stansfield requested via the Chair that the Board
postpone discussion of this item until the June meeting when all Board members will
be present.
CRB Satisfaction Survey — This discussion was tabled until the May meeting.
Feedback to Chief — Lt. Carlson reported that the Chief of Police Services has
requested that the Board provide him any feedback it may have concering the
interpretation of police procedures, per section 2-139(1) of the City Code. Rick
Aulino will send out a summary of the recommendations to Board members and the
Board will discuss it at the next meeting.
Open House - Lt. Carlson reported that the City Manager is not recommending an
Open House for boards and commissions. She reported that this kind of event would
be difficult logistically and financially. Other boards do not have public interaction
and are not seeking public input. The Board decided it will forward its thoughts on
this to Council Liaison Chuck Wanner and request his thoughts on how to educate
the public regarding the CRB's function. Becky Richardson will send the email.
Bylaw Amendment - The amendment to the Bylaws concerning the subcommittee
chair or his/her designee contacting the complainant was discussed. Rick Aulino
made a motion to accept the amendment to Section 5.2 of the CRB Bylaws as
written. Maria Martinez seconded the motion. No discussion and the motion
passed 5-0.
Adjournment:
Rick Aulino made a motion to adjourn. Becky Richardson seconded the
motion. No discussion and the motion passed 5-0. The meeting was adjourned
at 6:37 p.m.
