Regular Meeting
Wednesday, November 21, 2001

Meeting was called to order at 5:35 p.m.
Review of Minutes:
The Board reviewed the minutes from September. Carole Stansfield made a motion to
approve the minutes as written and Jay Molock seconded the motion. There was no
discussion and the motion passed 6-0.
Absences:
Monica Garcia's absence was properly excused.
Voice Mail:
No messages.
Public Comment:
Parker Preble, member of the Human Relations Commission, stated how he had spoke with
Fort Collins Police Records personnel regarding how to get in touch with the CRB and they
referred him to Sue Preston in Administration. She was able to answer his questions and
provided him with a complaint packet. He said her assistance was appreciated and asked
that message be relayed to her. Mr. Preble also voiced a concern that there were no
posters in the Police Department providing information about the CRB. Becky Richardson
explained that a balance of providing information and not soliciting complaints needed to be
maintained and the current methods of providing information appeared to be sufficient.
New Business:
Becky Richardson asked the Board members if it was necessary to hold a December
meeting, given the anticipated work. After discussion, a motion was made by Rick
Aulino and seconded by Jay Molock to cancel the December 19, 2001 meeting.
Motion carried 6-0.
Lt. Carlson passed out a draft of the 2002 Work Plan. After discussion, Maria
Martinez made a motion to accept the Work Plan as presented. Brian Carroll
seconded the motion and it carried 6-0.
Old Business:
• Lt. Carlson said case 2001-16 should be ready to distribute to CRB members in mid -
December. She will check with the sub -committee members at that time to ensure
there is no conflict of interest. U. Carlson will also check with the City Clerk in
regards to the Board appointments to make sure all the sub -committee members will
continue to serve on the Board.
♦ Becky Richardson will write a draft of a Soapbox and send it to the Board members
for review. The Soapbox will contain annual report information and general
education information about the CRB.
♦ The Board reviewed the language Greg Temple provided regarding the
confidentiality of survey data. Rick Aulino will add the language to the survey. A
suggestion was made to create a subcommittee at the January meeting and have
them determine the details of distribution. Distribution will occur annually and not at
the end of each investigation review.
♦ Becky Richardson asked if someone else would be willing to start checking the voice
mail. Rick Aulino volunteered to take that responsibility.
♦ Brian Carroll gave a report on the last investigation review. The subcommittee
commended the investigators in being able to identify the involved officers. The
complainant did not have much information and given the number of officers involved
in the incident, the subcommittee said the identification of the officers made the
review easier. A discussion was held on what comments or information should be
included in the memorandum or minutes. It was decided the main point was to have
the comments or observations documented and it didn't matter if it was in the
minutes or the memorandum. A suggestion was made to create an investigation
review checklist which might help since subcommittee members change each time.
Adjournment:
Brian Carroll made a motion to adjourn the meeting. Maria Martinez seconded the
motion. There was no discussion and the motion passed 6 — 0. The meeting was
adjourned at 6:30 p.m.
Next Meeting:
The next meeting will be Wednesday, January 16, 2002, in the CIC Room at City Hall, 300
Laporte Avenue, Fort Collins.
