HomeMy WebLinkAboutCitizen Review Board - Minutes - 02/20/2002Citizen Review Board Regular Meeting Wednesday, February 20, 2002 City of Fort Collins Harmony Library Present: Rick Aulino, Jim Butzek, Maria Martinez, and Becky Richardson Absent: Brian Carroll, Monica Garcia, Jay Molok Staff: Lt. Karen Carlson, Greg Tempel, Wendy Hartzell Public: Richard Miller, HRC Liaison Call to order: The meeting was called to order at 6:05 p.m. The January minutes were reviewed. Rick Aulino made a motion to approve the minutes as written. Maria Martinez seconded the motion. No discussion and the motion carried 4-0. Absences: Brian Carroll and Monica Garcia had excused absences based on written advance notice. Jay Molok's absence was unexcused as there was no advance written notice. Voice Mail Message: No messages. Public: Richard Miller reported on HRC activities. It would like to have a closer working relationship with CRB. He invited CRB members to attend the HRC meetings, which are the second Thursday of every month at 5:30 p.m. in the Community Room at 215 N. Mason Street. Lt. Carlson is working with Angelina Powell, Liaison to the HRC, to coordinate the exchange of minutes. The web page will also have the minutes posted. Discussion of Cases Reviewed: Members of the subcommittee for IA #2001-16 reported that, by a vote of 2 to 1, the case was sent back to Police Services for further investigation. The majority of the subcommittee believed that the investigation should include a transcript of sworn trial testimony if the underlying criminal charges against the complainant go to trial in the near future. Rick Aulino asked if waiting for sworn testimony should be a policy of the Board. Becky Richardson said it should depend on the case. Pending Cases: None. Old Business: Discussion Items: Questionnaire - Rick Aulino made a motion to approve the questionnaire with one minor change and to form a subcommittee to organize the mailing. Maria Martinez seconded the motion. Discussion ensued and Rick Aulino volunteered to send out the questionnaire and process the data when responses are returned. Jim Butzek also volunteered to help. Greg Tempel submitted his recommended changes to the form. The motion passed 4-0. Soapbox article — Becky Richardson distributed a draft article for The Coloradoan. The purpose of the article is to inform the public of the CRB. She requested that changes be submitted to her via email within the following two weeks. Rick Aulino made a motion to submit an article to The Coloradoan based on the draft provided by Becky Richardson. Maria Martinez seconded the motion. There was discussion regarding the draft. Greg Tempel stated that the article could be sent out as long as there are no significant changes. If major changes are made, it should be re -presented to the Board for approval prior to sending to the Coloradoan. The motion passed 4-0. Cards have been printed for Police Services. Supervisors will carry the cards and police officers can choose to carry them or not. Lt. Carlson distributed new Boards and Commissions information and informed the Board that training classes are being offered. Pepper Ball demonstration is scheduled for the April 17 meeting. The meeting will be held at the Range, 2554 Midpoint Drive. The demonstration will be one hour and the meeting will be held afterwards. Adjournment: Rick Aulino made a motion to adjourn the meeting. Jim Butzek seconded the motion. There was no discussion and the motion passed 4-0. The meeting adjourned at 6:30 p.m. Next Wednesday, March 20 at 6:00 p.m. in the CIC Room, 300 Laporte Avenue. Chair 2
