1. CALL TO ORDER
Chair Ricord called the meeting to order at 5:50 p.m.
2. PUBLIC COMMENT
None.
3. APPROVAL OF MINUTES

There was a motion and a second to approve the July 2002 Transportation Board minutes
as presented Bachman read three proposed amendments to the minutes:
1. Page], list Edward Jakubauskas as present.
2. Page 1, the last name of George, who was a guest, is Walton.
3. Page 3, "Herzig" changed to "Baker".
With the above stated amendments, the minutes were approved unanimously.
4. COUNCIL LIAISON REPORT
None.
5. MASON STREET TRANSPORTATION CORRIDOR UPDATE — K. Reavis
Reavis stated that in the last month, the biggest accomplishment was to complete the
update for the Federal Transit Administration's New Starts. The deadline was August 15.
We had to include such information as the status of certain things, what has changed,
etc. Staff completed it in time and Reavis showed the board what the final version
looked like. Copies can be made for anyone interested.
Reavis said that staff is working on finalizing the contract with the consultant team for the
project. A few issues are being ironed out and hopefully will be final in the next week or
two.
Reavis distributed the latest newsletter entitled, "Bus Rapid Transit newsLane."
6. ACTION ITEMS
a) CITY PLAN UPDATE — K. Waido
Waido stated that in the last couple of days, stakeholder interviews were held. Staff
invited key people in the community to tell us what they liked and didn't like about
City Plan to assist us in the update process. It is not staff's intent to do a complete
restructuring of the City's comprehensive plan as was done when City Plan was
developed.

Feedback heard was that it is a good document that needs a little tweaking and
reevaluation in some areas, but basically it is a good, sound foundation for the
community.
Last night, City Council appointed 23 people to serve as a Citizen's Advisory
Committee to work with us and the other boards and commissions and general
public on the update. They will hold their first meeting next Wednesday. There is a
very good cross section of people and diversity in terms of perspectives and opinions.
Jackson stated that Waido's group has been really great to work with and things are
going along nicely on a parallel track right now.
b) E. MULBERRY CORRIDOR PLAN — T. Reiff
Mr. Wray stated that:
1. Staff is requesting a Board recommendation to City Council for adoption of
the East Mulberry Corridor Plan (EMCP) as an element of City Plan.
2. Based on the recommendations of the EMCP, staff is recommending
amending the City Structure Plan.
3. Based on the recommendations of the EMCP, staff is recommending
amending the City of Fort Collins Master Street Plan.
Mr. Wray explained that the Board has received many updates over the last 18
months and now it's finally time to take action. For a final time he went over the
primary components of the Plan including analysis, vision and goals, framework plan,
principles and policies, and implementation for this specific area.
He further stated that since the EMCP is an element of City Plan, this is a great
opportunity to update City Plan as a result of the recent study area planning process.
The two items included for proposed amendments are land use and transit routes.
Staff is recommending amending the City Structure Plan Map to reflect the
Framework Plan.
Thirdly, the existing street network will be updated based on the recommendations of
the EMCP. The proposed street network map included in chapter 6 of the document
is the basis for amending the City of Fort Collins Master Street Plan.
The primary streets included in the proposed amendments are collector, 2-lane
arterial, 4-lane arterial and 6-lane arterial classifications.
Upon conclusion of the update, the floor was open to Board comments/questions.
There was a very brief discussion about what the public's concerns were, but more
importantly if they had all been addressed satisfactorily. As the Transportation

Board's representative on the EMCP, Chair Ricord stated that items of contention
were addressed and that he was very impressed with how staff responded to issues of
concern. He stated he is on board with staff's requests for making a recommendation
to Council.
There was a motion to recommend that Council adopt the East Mulberry Corridor Plan
as presented, which means all three items listed above. There was a second on the
motion. Before the vote was taken, Kramer declared a conflict of interest. All other
members voted and the motion carried 9 — 0.
Johnson suggested that the Board send a letter to the staff who worked on this project
as they deserve a commendation for a job well done. The Board agreed.
7. DISCUSSION ITEMS
a) ALTERNATIVE MODE FRIENDLY OPTIONS — R. Moe
Moe did a Power Point presentation on alternative mode friendly innovations in other
parts of the world.
b) TRANSPORTATION MASTER PLAN (TMP) — M. Jackson
Jackson stated that tonight's discussion would focus on revisiting the goals and
objectives from the various policies developed as part of citywide and regional
planning efforts. Staff is looking for feedback on what modes and approaches have
been and continue to be effective and those areas that have been less than
successful. Some of the questions that staff would like feedback on are:
1. How valid are the current Transportation Master Plan goals?
2. How valid are the current transportation related City Plan goals?
3. What should be the link between the Transportation Master Plan and
the City Plan Vision?
4. What trends have occurred since the City Plan and Transportation
Master Plan were adopted in 1997?
5. What are the shortcomings of the current plans? How effective are the
policies and standards that have been implemented? What has been
the impact of subarea planning efforts? Are the goals of specific modal
plans (Transfort, bicycle, pedestrian) still valid?
6. How effective have regional planning efforts been?
Jackson and Plummer then presented the latest information via Power Point.

Jackson requested a significant amount of time on the September agenda. It was
agreed that due to the importance of this topic, 75 minutes would be allotted.
c) TRANSPORTATION CAPITAL FUNDING - D. Bachman
Bachman distributed the Agenda Item Summary from the August 20 Study Session.
He reported that this item would be considered for approval at the September 3
council meeting.
8. REPORTS
a) BOARD MEMBER REPORTS
Johnson: Handouts. First handout has to do with parking in the new structure
that came from Councilman Hamrick asking a question of the City
Manager and has to do with operation policies.
The second one has to do with a letter that was written by Christine
Sykes from a west side neighborhood near Rocky Mountain High
School. She is very concerned with speeding in her nieighborhood.
She gathered numerous signatures in support of her concerns from her
area. She contacted me and I encouraged her to send a letter to
Council. Council are the ones that set the policy with regard to traffic
law enforcement and if the notion in the city is like bailing the Atlantic
with a teacup, we have the wrong policy and we need to change that.
I wouldn't mind writing a letter to Council saying that it is time to step
up and step forward.
Thordarson: County Seal Coating. The county has recently completed seal coating
on a lot of roads around Fort Collins. Two of them would be
Timberline and Shields, which have the nicest bike facilities between
here and Loveland and as a result there is now a lot of gravel on the
shoulders. It's just an area of concern I thought might fall under the
City's auspices, but might be of interest to the City as far as alternative
modes go.

Trantham: Taft Hill Construction. It seems like it's almost completed with the
exception of the planting in the medians. When it was only open to
one lane in each direction and the cones were placed — the lane you
got to drive in looked wider than what you were going to get to drive
in when it was all striped. It made you feel like there definitely wasn't
going to be enough room for two cars. Then once the final lift was put
on, and two lanes are open, it doesn't feel tight at all. It looks really
good.
Thordarson commented that kudos should go out since it was open a
couple days before school started — excellent timing.
Jakubauskas: Frankfurt Airport. The connection there is great. You get off the plane,
get a train and go to any city you want to. It seems all interrelated.
The Airports are tied into the train system which in turn are tied into
city transit systems and it seems to work very well. I wonder why we
haven't done more of that in our own country.
Gould: Timberline. While out and about last night, I couldn't believe the left -
turn storage lane problems along Timberline and Harmony. It was
disappointing in light of all the great improvements that have gone on
there.
Henderson: Handouts. Both articles are from a London newspaper and are related.
It's about a law that is being proposed to the European Union to make
drivers completely liable for accidents with cyclists.
I watched different modes of transportation in Paris and Madrid and
was surprised how much roller blading and bicycle traffic I saw. These
were people who were roller blading in the traffic lanes and actually
given right-of-way by motorists. It's pretty amazing, even in left turn
lanes!
