Golf Board
Minutes: Regular Meeting of June 21, 2000

Call Meeting to Order: Chairperson Mike Sanders called the meeting to order at 7:30 p.m.
Agenda Review: No changes to the printed agenda.
Items of Note — Council passed an ordinance last night stating Board member terms have been
extended to December 31. Jerry advised all Board members if this change causes any problems,
please let him know. Also, Council modified their roles as liaisons to the Boards... Jerry attended the
28th annual Colorado Golf Banquet where the late Bill Metier, former golf pro at City Park Nine and
Collindale, was named to the Colorado Golf Hall of Fame.
Approval of Minutes — On a motion by Tom White, seconded by Bill Rutledge, the Board voted
unanimously (9-0) to approve the minutes of the Regular Meeting of May 17, 2000.
Fort Collins Fore Kids
Jerry said Fort Collins Fore Kids was an outstanding event with 306 kids (ages 7 to 14) participating.
We had 195 in the a.m. group and l 11 in the afternoon group. Jerry showed the "goodie" bags that
were distributed to the kids. City Park Nine Golf Pro Dale Smigelsky said the event went very well.
He said it was great having it at Collindale and there was more room at that course than City Park
Nine. He said the golf pros want to try to make it better every year and that each year we build on
the previous years' programs. Dale said if there's a way to make it introductory only, and although
we publicize it as introductory only, there are still kids attending the event who have played
previously. Henry Fry asked if there is any possibility of having one person at each of the three
stations to "weed out" the kids who are not beginners so the true beginners have a better instructional
opportunity. He suggested putting the kids who have played prior to this event in one group. Mindy
Markley said that since we have the list of kids from previous years, we could sort those kids out
prior to the event. Karen Joslin-Aured suggested we make phone calls to the parents and tell them
we noticed they were on the list last year. Henry said that it is better if the parents do not stay for the
event. Henry said his hat goes off to the golf pros because they did a greatjob.
Dale said that the kids enjoy the playing part of the event the most. Mindy asked if the golf pros
could do an exhibition for the kids as they enjoy watching really good golf. Mike Sanders suggested
that they (the kids who have previously played golf) watch a video regarding the rules of golf.
Henry asked if we are giving the little kids an overload when we teach them the etiquette of golf?

He agreed with Mike and further suggested that the kids that have played before, go to the
clubhouse to watch the video and teach them the etiquette of golf. Jerry said that the 25% off
coupons for golf lessons have had an overwhelming response. Henry said that maybe kids shouldn't
bring a bag full of clubs. This could deter the kids who have played prior to the event. Karen said
that one parent said that her kids wanted to learn how to play golf, and golfing now will be a
family event.
Preliminary Proposal for 2001 Golf Fees and Charges
Jerry referred to the memo he sent the Board regarding the preliminary proposals for 2001 Golf Fees
and Charges. He said that this is the time we begin our discussion and give our final
recommendation to the City Manager in September. We will want to pass this information on to the
public and have input/comment at the August meeting, and at the September meeting adopt the 2001
Fees and Charges.
The proposed 2001 Golf Fees and Charges are as follows:
• All existing 2000 Annual Pass Base Rate fees will remain the same in 2001, with a preliminary
projection to increase said rates approximately seven percent in 2002.
• The existing 2000 Annual Pass Per Play Fees for City Park Nine and Collindale will remain
unchanged for 2001. SouthRidge Per Play Fees will increase to one-half of the new Green Fee
Rates during Non -Prime Time or $6/9-holes and $9.50/18-holes.
• All existing 2000 Golf Cart Rental rates will remain the same in 2001, with a preliminary
projection to increase them $1.00 each in 2002.
• Instead of increasing all existing 2000 Green Fee Rates $1.00 each for 2001, we will keep some
fees the same in 2001, and will create a larger differential within our existing Green Fee rate
structure by increasing some fees as follows:

• Based upon the proposed 2001 Green Fee Rates, the 2001 10-Play Punch Card Fees should be as
follows:

• All other existing 2000 City Golf Fees and Charges will remain the same in 2001.
Jerry pointed out that starting in 2001 the 9-hole rates for Prime Time and Non -Prime Time will be
the same at all three golf courses, and 18-hole rates for SouthRide Prime Time will be $1.00 more.
These increases should generate approximately $75,000 in revenues. When you compare fees with
other Northern Colorado Courses we are still better than most other courses, and in some cases much
less. Mike Sanders said that he understands Loveland's rates are going up substantially next year.
The last four years the Golf Fund has been profitable. Jerry said he would like to see more
differential in the Non -Prime Time and Prime Time in the future. Karen Joslin-Aured asked if it still
works well with the budget? Jerry said it does. Mike said the only thing that could offset the budget
is if we have lots of bad weather. Karen said that Jerry is doing a good job in keeping the budget in
balance.
Jerry said Golf Pro Derek Cordova reported that with the increase in Tournament Fees at
SouthRidge, we have approximately 10 tournaments less this year. Therefore, more weekend tee
times are open to the public, which was our goal. Tom White asked if we are able to track the
punch cards if people don't use all their punches? Jerry said we don't have a way of tracking. Mike
said the earlier we start our budget the better. He asked if there was any concern with the Fees and
Charges for 2001 as submitted by Jerry? There were no comments on the Golf Fees and Charges for
2001. Therefore, Bill Rutledge made a motion, seconded by Henry Fry, to approve the preliminary
Golf Fees and Charges for 2001 as submitted by staff. The vote passed unanimously (9-0). Jerry
said that the August 16 Golf Board meeting will be at City Park Nine at 7:30 p.m. and will be a
public meeting for input from citizens regarding the Golf Fees and Charges for 2001.
Alternate Golf Capital Improvement Projects
Jerry said the bad news is that we can't purchase the extra land at SouthRidge, however, the good
news is that we will now be able to do some upgrades/capital improvements at all three golf courses.
Protective Netting at SouthRidge and City Park Nine -- $200,000
Jerry said that he and Randy Bonneville are working on the netting project. Randy said that he
thinks the 45 feet high netting would be adequate for SouthRidge. Jerry is asking a consultant to
look at all three courses and give an opinion. We presently have netting along Taft Hill and
Mulberry at City Park Nine. We talked about screening and netting and need a consultant to advise

us on the best netting for our courses. Karen Joslin-Aured asked about Lemay and the construction
of Fossil Creek Community Park? Jerry explained that Fossil Creek Community Park will begin
construction the first of the year. Henry Fry asked if there could be berms and bunkers along
Fairway #14 and Lemay? Jerry said hopefully yes, and stated that if the City does straighten the
road, the Golf Fund may have to pay $50,000 to help move the utilities. There should not be a
sidewalk on the golf course side of Lemay.
SouthRidge Basement/Golf Cart Storage Area Remodel and Patio Improvements -- $250,000
The SouthRidge remodel project was identified by the Golf Board in 1996 for Building Community
choices. However, this project did not make the list. Our proposal is to expand the cart storage
under the patio, expand the clubhouse patio area, and potentially add restrooms.
Collindale Maintenance Building -- $190,000
Our plans are to construct a new maintenance building similar to City Park Nine without the cart
storage. We will keep the existing building and construct a new one next to it. This project also
includes paving. Henry asked if it would be possible to move the clubhouse building? Jerry said that
it doesn't have high enough ceilings and Collindale should have a new maintenance building. We
also have storage needs at City Park Nine and taking part of the Collindale Clubhouse building and
moving it to City Park Nine might be a possibility.
SouthRidge Rain Shelters -- $54,000
We presently do not have any shelters at SouthRidge. We would like to install five 20' x 20' rain
shelters on concrete pads at the Tee Boxes on #1, #3, #7, #12, and #16.
SouthRidge Restrooms -- $109,000
There is a need to construct two field restrooms at #5 and #14 Tees with sewer hook-ups, running
water, and drinking fountains. These will be designed with shelter attachments and small storage.
SouthRidge #4 Bridge -- $15,000
A bridge will be donated by Mr. Curtis of Loveland EagleSpan Steel Structures. The existing bridge
will be moved and used for maintenance purposes. Mike Sanders asked that we put up a plaque
thanking Mr. Curtis for the steel bridge. Tom White asked what it would cost if we bought this
bridge and Jerry said it could cost upwards of $35,000.
SouthRidge Clubhouse Roof and HVAC Upgrades -- $15,000
This was budgeted for the 2001 year, and we now want to do this work this fall. We will replace the
existing (original wood shingles) with approved composite roof and convert the original undersized
vents in the building to larger vents for better functioning. Jerry explained that this will free up
$15,000 in the 2001 Operating Budget. This money can now be used to purchase dress items for the
courses such as benches.
Chemical Storage Building for City Park Nine -- $12,000
The existing storage is not fully acceptable for our chemical storage needs and we must improve our
ability to protect against spills or any leakage into ground water or the adjacent ditch. The building
will be9'x9'x5'.

SouthRidge Parking Lot Repaving and Paving of Maintenance Area -- $40,000
Randy explained that the parking lot is deteriorating and needs to be replaced as soon as possible.
Also, the maintenance area needs a place for washing mowers so that the chemicals from the grass
doesn't filter into the Fossil Creek.
Bill Rutledge moved that we accept the proposed capital projects list totaling to approximately
$885,000 with $25,000 in contingency as presented by staff for the capital improvements. Brian
Cobb stated that the list seems very weighted for SouthRidge projects and questioned if there were
needs at the other courses? Jerry said that is correct because the other courses don't need as much as
we have previously completed several large projects at Collindale and City Park Nine. Board
members asked Golf Pro Dale Smigelsky if there were any projects at City Park Nine that he would
like to see on the list? Dale said that the only item he would like to address is the netting at City Park
Nine and staff has addressed that. The motion was seconded by Henry Fry, and the Board voted its
approval unanimously (9-0).
Collindale Clubhouse
At the last meeting, the Board discussed duplicating the Buffalo Run Clubhouse for a new Collindale
Golf Course Clubhouse. Jerry said that Buffalo Run Clubhouse was constructed for $1.4 million.
He further explained that he had one of our engineers put together a cost estimate of the building.
Henry suggested last month that we build next to the existing building. Jerry said the engineer he
spoke to said that would probably be a good idea.
Bill Rutledge asked what our plan would be for finance? Jerry said one idea is to use the funding
that we have been using for the SouthRidge debt and start construction in 2001 and have it
completed in 2003. We could add a surcharge for two years. Jerry said the Golf Fund is financially
comfortable to create a debt for this. We could add a surcharge of $1 per 9 holes in addition. Bill
Rutlege asked if we could obtain a copy of the architect's schematic drawing and present it to the
public? Jerry said we will definitely go through public process on this project and we would have to
do an RFP (Request for Proposal) and then go from there. We could probably start construction in
the spring of 2001 or no later than Spring 2002. Karen Joslin-Aured said we need to do conceptual
drawings of the project and show this to the public and use a middle ground. Mike Sanders asked if
the Board is in favor of staff moving forward on this project. They all agreed.
Other Business
• Golfers Creed —Jerry said we are having several copies printed and posted at the courses.
• New Golf Course Potential Site — Mike Sanders reported there is no new news. The land is
acquired at the corner of Vine and Lemay. It is the best available land in Fort Collins for a golf
course and if all goes well, it will develop into a golf course and if not the developer will build
housing. Jerry said that he spoke to a developer yesterday who said that if this golf course
doesn't go then he is going to build a public golf course west of Timnath within five years.
Randy Bonneville said that he has had people ask him about the Horsetooth Reservoir project
and will we have any problems with water? Randy said that we get our water from the Poudre

River and we are doing fine and we are controlling our own humidity through our irrigation
system.
Adjournment: On a motion by Brian Cobb, seconded by Tom White, the Board meeting adjourned
at 9:10 p.m.
