Guy Helme seconded the motion. The minutes were approved unanimously. New Home Study Doug Swartz, Energy Services Engineer, gave a presentation on the "New Home Study," a comprehensive study of and in new Fort Collins homes. The project documented how homes built between 1994 and 1998 were designed and how they perform. The study focused on energy efficiency, addressed aspects of comfort, health and safety, building durability and assessed the City's energy code. The study involved inspecting homes under construction, interviewing builders and recent new homebuyers, and inspecting and testing completed, occupied homes. The study looked at a wide range of factors, including many that the typical buyer may never see or consider. Following the presentation, the Electric Board discussed the possibility of hiring a trained professional to go in the homes during various stages of the construction. Several Board members suggested the homeowner hire an individual trained by the Utilities and use the Zilch loan program to cover costs. They realize this would be an additional cost that might cause resistance. But, in the long run, the money could be recovered, benefiting both the customer and the Utilities. Electric Board Minute Meetings Page 2 October 17, 2001 Staff will be developing a plan to increase public awareness of issues and opportunities raised by the study findings and forming a stakeholder group to discuss potential steps in detail. Other Items Electric Board Retreat will be held Monday, October 29 at the Edwards House from 4:30 - 8 p.m. Ruthanne Kastner will be the facilitator. Adjournment The meeting was adjourned at 8:15 p.m.
