A regular meeting of the Liquor Licensing Authority was held September 17, 2025, via Zoom Link, Chief Judge Jill Hueser presiding. All applications were heard via Zoom. Staff in attendance: Holly Coulehan, Assistant City Attorney II Carrie Ripsam, Liquor Enforcement Officer Max Rader, Liquor Enforcement Officer Cecilia Good, Senior Deputy City Clerk 1. AGENDA REVIEW No changes to the agenda 2. CONSENT CALENDAR, APPROVED Minutes from the August 20, 2025, Liquor Licensing Authority Meeting 3. COMPLIANCE CHECK UPDATE Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random compliance checks: September 11, 2025, visiting 16 liquor license establishments, 3 of which served the underage operatives: a failure rate of 18.75% for the evening. Liquor Enforcement Officer Ripsam stated the overall failure rate is 20.75% for 2025. 4. SHOW CAUSE HEARINGS a. M.H. Mall, Inc., DBA Avogadro’s Number, Located at 605 S Mason St., Stipulation Agreement Chief Judge Hueser reviewed the terms of the stipulation agreement, noting the licensee agreed to a 15-day suspension: 5 days will be served by a paying a fine in lieu of suspension (paid $1,211.08 fine in lieu of suspension), with 10 days held in abeyance for 1 year for violating the following: • C.R.S. 44-3-901(1)(b)(I) of the Colorado Liquor Code – Sales/Service to Minors Prohibited • C.R.S. § 44-03-901(1)(g) - Selling/Serving a sealed container at retail without the proper license Docusign Envelope ID: 99D874C3-9F2E-43E8-B0EA-F3C94D8F7F9D September 17, 2025 Page 2 of 4 Leland Leyba, representative for M.H. Mall, Inc., stated he had an opportunity to review the stipulation agreement and has agreed to the terms. He confirmed that alcohol server training would be completed. Chief Judge Hueser approved the findings, conclusion and order, accepting the stipulation agreement as presented for M.H. Mall, Inc., DBA Avogadro’s Number, located at 605 S Mason St. b. Bagul-Bagul, LLC, DBA Dae Gee #5 , Located at 120 W. Olive St., Suite 101 , Stipulation Agreement Chief Judge Hueser reviewed the terms of the stipulation agreement, noting the licensee agreed to a 50-day suspension: twenty (20) days will be served, with thirty (30) days held in abeyance for 1 year for violating the following: • C.R.S. § 44-3-901(1)(b)(I) of the Colorado Liquor Code – Sales/Service to Minors Prohibited • C.R.S. § 44-03-301(4)(a) - Fail to Conspicuously Display Currently Issued Liquor License Gemma Chi, representative of Bagul-Bagul, LLC, stated she had an opportunity to review the stipulation agreement and has agreed to the terms. Chief Judge Hueser approved the findings, conclusion and order, accepting the stipulation agreement as presented for Bagul-Bagul, LLC, DBA Dae Gee #5, located at 120 W. Olive St., Suite 101. c. All In One Market LLC, DBA Magnolia Street Market , Located at 710 East Magnolia Street, Stipulation Agreement Chief Judge Hueser reviewed the terms of the stipulation agreement, noting the licensee agreed to a 17-day suspension: seven (7) days will be served by a paying a fine in lieu of suspension (paid $500 fine in lieu of suspension), with ten (10) days held in abeyance for 1 year for violating the following: • C.R.S. § 44-3-901(1)(b)(I) of the Colorado Liquor Code – Sales/Service to Minors Prohibited • Liquor Rule 47-302(A) - Licensee Shall Make No Modifications to Licensed Premises without Approval Dasia Mula, representative of All In One Market LLC, stated he had an opportunity to review the stipulation agreement and has agreed to the terms. Chief Judge Hueser approved the findings, conclusion and order, accepting the stipulation agreement as presented for All In One Market LLC, DBA Magnolia Street Market, located at 710 East Magnolia Street. Butter, LLC, DBA The Little Bird Bakeshop, Located at 613 South College Ave, Stipulation Agreement Chief Judge Hueser reviewed the terms of the stipulation agreement, noting the licensee agreed to a 15-day suspension, five (5) days served with ten (10) days held in abeyance for 1 year for violating the following: • C.R.S. § 44-3-901(1)(b)(I) of the Colorado Liquor Code – Sales/Service to Minors Prohibited Amy Corliss, representative of Butter, LLC, stated she had an opportunity to review the stipulation agreement and has agreed to the terms. Chief Judge Hueser approved the findings, conclusion and order, accepting the stipulation agreement as presented for Butter, LLC, DBA The Little Bird Bakeshop, located at 613 South College Ave. e. Generation Next Corp, DBA Mugs Coffee Lounge, Located at 261 South College Ave, Stipulation Agreement Chief Judge Hueser reviewed the terms of the stipulation agreement, noting the licensee agreed to a 16-day suspension: six (6) days will be served by a paying a fine in lieu of suspension (paid $500 fine in lieu of suspension), with ten (10) days held in abeyance for 1 year for violating the following: • C.R.S. § 44-3-901(1)(b)(I) of the Colorado Liquor Code – Sales/Service to Minors Prohibited • C.R.S. § 44-3-901(1)(g) – Selling Unopened Alcohol Container McCabe and Marli Callahan, representatives of Generation Next Corp, stated they had an opportunity to review the stipulation agreement and have agreed to the terms. Chief Judge Hueser approved the findings, conclusion and order, accepting the stipulation agreement as presented for Generation Next Corp, DBA Mugs Coffee Lounge, located at 261 South College Ave. f. Mini Mart, Inc., DBA Loaf N’ Jug #750822, Located at 4727 South Timberline Rd, Stipulation Agreement Chief Judge Hueser reviewed the terms of the stipulation agreement, noting the licensee agreed to a 15-day suspension: 5 days will be served by a paying a fine in lieu of suspension (paid $500.00 fine in lieu of suspension), with 10 days held in abeyance for 1 year for violating the following: • C.R.S. § 44-3-901(1)(b)(I) of the Colorado Liquor Code – Sales/Service to Minors Prohibited Docusign Envelope ID: 99D874C3-9F2E-43E8-B0EA-F3C94D8F7F9D September 17, 2025 Page 4 of 4 Jeff Blandin, District Manager, for Mini Mart, Inc., stated he had an opportunity to review the stipulation agreement and has agreed to the terms. Brian Proffitt, legal representation, explained the situation further. Chief Judge Hueser approved the findings, conclusion and order, accepting the stipulation agreement as presented for Mini Mart, Inc., DBA Loaf N’ Jug #750822, located at 4727 South Timberline Rd. 5. NEW LICENSE g. Hotel-Restaurant License for Sapphire Events LLC, DBA Sapphire Events , Located at 200 Mathews St, Approved Chief Judge Hueser swore in Laura Lunn, who then described the petition process and results. Connie and Shawn Matsuda, representing Sapphire Events, LLC, responded to questions about the operations of Sapphire Events at the Center for Creativity. Chief Judge Hueser adopted Resolution 2025-012 approving the Hotel-Restaurant liquor license for Sapphire Events LLC, DBA Sapphire Events, located at 200 Mathews St . 6. TRANSFER OF OWNERSHIP h. MBM Live LLC, DBA Sound Bar, Located at 254 Linden St, Approved Manley Feinburg, representative of MBM Live LLC, described their plans for business operations, alcohol control, and training. Chief Judge Hueser approved the transfer of ownership application from MBM Live LLC, DBA Sound Bar, located at 254 Linden St. 7. OTHER BUSINESS None 8.
