Participants should try to sign in prior to the 5:00 pm meeting start time, if possible. For public comments, the Chair will ask participants to click the “Raise Hand” button to indicate you would like to speak at that time. Staff will moderate the Teams session to ensure all participants have an opportunity to address the Board or Commission. To participate: •Use a laptop, computer, or internet-enabled smartphone. (Using earphones with a microphone will greatly improve your audio). •You need to have access to the internet. •Keep yourself on muted status. CALL TO ORDER Chair Gallichotte called the meeting to order at 5:01 PM. 2. ROLL CALL • Board Members Present – Jebrail Dempsey, Emily Gallichotte, Jamie Ridgeway, Julie Trone • City of Fort Collins Staff– K (Redd) 3. AGENDA REVIEW • No changes. 4. PUBLIC PARTICIPATION • Two members of the public observed the meeting. 5. APPROVAL OF MINUTES • Julie Trone made a motion to approve the minutes of the September 25th, 2025 meeting. • Jebrail Dempsey seconded the motion. • Motion passed o AYE – Dempsey, Gallichotte, Ridgeway, Trone o NAY – None 6. BOARD UPDATES • Know Your Rights Legislation o No updates. • Trans day of remembrance proclamation o The Board edited the proclamation. o Jebrail Dempsey made a motion to approve the 2025 TDORR Proclamation. o Jamie Ridgeway seconded the motion. o Motion passed  AYE – Dempsey, Gallichotte, Ridgeway, Trone Women and Gender Equity Advisory Board REGULAR MEETING 10/2 2 /202 5 – MINUTES Page 2 o NAY – None • Bathroom Updates o Emily provided an update on converting existing single use bathrooms, a list of building in the City, and a list of businesses in the City. • Other updates o The Board discussed inviting Cynthia Daniels as guest speaker. o Jamie Ridgeway made a motion to approve the 2025 TDORR Proclamation. o Jebrail Dempsey seconded the motion. o Motion passed  AYE – Dempsey, Gallichotte, Ridgeway, Trone o NAY – None 7. NEW BUSINESS • Claudia Menendez guest speaker o Claudia was unable to attend the October meeting, • International Human Rights Day Proclamation o The Board reviewed and edited the language for the Internation Human Rights Day Proclamation. o Jebrail Dempsey made a motion to approve the 2025 Internation Human Rights Day Proclamation. o Julie Trone seconded the motion. o Motion passed  AYE – Dempsey, Gallichotte, Ridgeway, Trone o NAY – None • Annual report and work plan o The Board reviewed and updated the 2025 Work Plan. • Review City Council’s Calendar o City Council’s Planning Calendar was reviewed and discussed for the Board’s opportunities of attendance and participation. 8.
