5. APPROVAL OF MINUTES, September 17, 2025
Ms. Zola moved approval of the minutes from September 17.
Ms. Powers seconded.
Unanimously approved.
6. NEW BUSINESS
A) 30th Anniversary Discussion
Ms. Martin shared ongoing plans and updates:
• There will be a proclamation at City Hall on November 3, with Allie Ogg
and her Utility Artist in Residency story panels featured in the lobby.
• The Art of Utilities public art tour is happening right now.
• Posts on Instagram all year feature the history of the program by
highlighting past projects.
• We are working with the City to create a video for the event highlighting
the program.
• We are inviting artists, past board and council members.
• Artists Lightning Talks feature five images in five minutes so the artists
can talk about themselves and their art.
• Special projects:
o 30th Anniversary Transformer Cabinet Mural by Chris Bates.
o Denver Projection Mapping digital art installation will be happening
outside the building during the event.
• An APP exhibit during the event in the Center for Creativity Art Gallery will
feature community bus shelter posters and solicit ideas for the future of

the program. This exhibit will be on display for 2 weeks, so people can
come back.
The Board discussed details of the event and promotion through newsletters and
social media.
B) Annual Calls to Artists
Ms. Martin shared the updated RFQ for the Artist Consultant List and RFP for
Pedestrian Pavers. She reviewed how project teams use the Artist Consultant
List. The 2025 artists will continue and 2024 would need to reapply.
For the Pedestrian Pavers project, Ms. Martin suggested special themes for the
150/250 celebrations next year (150th Anniversary of Colorado Statehood and
250th Anniversary of the Declaration of Independence). Artists could pick either
theme.
Ms. Martin also shared that we will be adding some artist mentoring
opportunities to the Transformer Cabinet Mural call that was presented and
approved earlier.
Ms. Shuff moved to approve the 2026 Artist Consultant RFQ and Pedestrian
Paver RFP.
Ms. Zola seconded.
All approved.
C) Arts and Culture Board Discussion
Ms. Martin shared the timeline for Board recruitment. There were questions
about a job description and the form and scope of the Board. Ms. Donaldson
was present and helped to answer questions:
• APP decisions will continue to be covered by the full Board, not by sub-
committees. Ms. Martin is working on compiling recommendations for how
the APP selection process would work.
• APP project review and selection might evolve to not be part of the Board,
but right now that is an intent.
• The department would report to the board and ask for support for larger
issues. The Board would be knowledgeable to share with the community
about what is happening with the department.
• Meetings will have presentations from different facilities and groups.
• The new Board would advocate for the full department.
• City Council will appointment appoint the board members. The goal is to
get new membership and new viewpoints.

Ms. Martin shared the highlights. The full report will be emailed to the Board.
8. OTHER BUSINESS
Ms. Martin gave an update about a modification to the ordinance. She shared
that she was in discussion on an APP appropriation that appeared to be solely a
maintenance project. She didn’t believe that it was the intention of the program
to take APP contributions from maintenance projects. The City Attorney’s
reviewed and thought the project was eligible due to the wording in the code.
Staff worked with the City Attorney’s Office and partners to clarify the terms for
maintenance in the ordinance. The modified ordinance was passed on the
second reading on October 21.

MONTHLY UPDATES:
215 MASON LOBBY: Artist Rafe Ropek has been contacted and is interested in working on the remodeling
project that will affect his APP project currently in the space.
ASPHALT ART, Canyon/Magnolia/Sherwood and Maple/Roosevelt: This is a FC Moves project with support from
APP. Maintenance and design updates have been completed. Final signage is being developed
CENTER FOR CREATIVITY, 200 Mathews St.: Artist Noelle Miller was selected from the Artist Consultant List to
paint the cooling tower mural. She has completed her mural. See images on next page.
COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team selected Mark
Leichliter from the Design Consultant List. This project is under contract and currently is in fabrication.
Estimated installation is December/January.
COLLEGE AVE. AND TRILBY INTERSECTION: The project team will select an artist from the pre-approved list.
ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper
presented her design to the board and the project was approved. This project is under contract and in
fabrication. Installation is scheduled for early December.
I-25 AND PROSPECT INTERCHANGE: Artist Stephen Shachtman was selected for this project and it has been
approved by the Board and City Council. This project is under contract and in fabrication. Installation was
delayed, but is now set to happen before the end of the year.
LAPORTE AVE MULTIMODAL, Laporte Ave. between Fishback Ave. and Sunset St.: Artist James Lynxwiler is
presenting his project today.
MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist
within a 75-mile radius of Fort Collins. There will be different phases to this project.
OAK STREET STORMWATER IMPROVEMENTS, Oak Street from Jackson Ave. to Mason St.: Artist Mark Aeling
was selected for this project. This project has been approved by the Board and Council. The contract is
completed and he’ll install in August 2026.
PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2024 and 2025 designs. The
2023 pavers are in being installed.

APP 30th Anniversary Celebration—Artists and Projection show
PIANOS ABOUT TOWN PROJECT: Artist Chyna Mapel has completed the last mural of the season.
POWER TRAIL AND HARMONY CROSSING, Harmony Road between McMurry Ave. and Timberline Rd.: Artist
Todd Kundla was selected for this project. The final design was approved by the Board and Council. The project
is under contract and in fabrication. Art installation has been postponed until 2026.
TAILWINDS PARK (FORMERLY BACON & SCHOOLSIDE PARK), Timberline Rd, near Bacon Elementary: Artist
Gregory Fields was selected for this project. The artwork has been installed and we are fabricating the signage
for the project.
TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the pre-approved list.
SOUTHEAST COMMUNITY CENTER, adjacent to Fossil Ridge High School and north of Twin Silo Community Park:
Arist Gordon Heuther (CA) was selected and has started meeting with the project team.
SOUTHRIDGE GREENS NEIGHBORHOOD BRIDGE MURALS, Front Nine Drive and Fairway 6 Drive: The project has
been delayed until spring 2026.
TRANSFORMER CABINET MURAL PROJECT: Most of he 2025 murals have been completed.
TRANSFORMER CABINET MURAL PROJECT — AMELIA CARUSO: Amelia is currently working to paint a mural on
the site of one of the first cabinet murals in Tenney Alley.
UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Allie Ogg has finalized her four
story panels and presented to the Utility team. Allie and her panels were featured at City Hall before the APP
proclamation on November 3.
WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter is currently meeting with the
project team and developing art for the project.
WILLOW STREET, Willow from Linden to Lincoln and Lincoln from Willow to Riverside: This project will be
starting shortly.
OTHER BUSINESS:

Noelle Miller has completed the cooling tower mural at the Center for Creativity.
