1.CONSIDERATION AND APPROVAL OF THE MINUTES OF AUGUST 28, 2025.
The purpose of this item is to approve the minutes from August 28, 2025 regular meeting of the Building
Review Commission.
Commissioner Dunbar moved, seconded by Commissioner Zimmerman, to approve the
Consent Agenda. Yeas: Dunbar, Moscrip, Poncelow, Schneider, Zimmerman, and Richards.
Nays: none.

2. GREG MIZER, STREAMLINE ENTERPRISES, INC. – REQUEST FOR A ONE-TIME USE
LICENSE AND SUPERVISOR’S CERTIFICATE WITHOUT REQUIRED EXAM OR PROJECT
VERIFICATIONS
Mr. Greg Mizer of Streamline Enterpirses, Inc. is requesting a one-time-use Class
C2(DR) license and supervisor’s certificate to be issued to allow him to complete a
single project that falls outside the scope of the license and supervisor’s certificate
currently held, although he cannot provide the required
Council (ICC) testing certificate or project verifications
requirements.

Greg Mizer, Streamline Enterprises, Inc., introduced himself.
Chair Richards outlined the hearing process.
STAFF PRESENTATION
Shar Manno, Customer Support Manager, outlined the request for a variance to the required exam
and project verifications required for a Class C2(DR) license and supervisor’s certificate. She
discussed the Code requirements related to evidence of a passing score on the applicable written
examination and project verifications. She discussed those submitted by Mr. Mizer, which were
deemed insufficient. Additionally, she noted that Mr. Mizer and Streamline Enterprises, Inc., have
been hired to complete a basement finish in Fort Collins and must acquire contractor licensing to
pull required permits.
Manno stated staff is recommending denial of Mr. Mizer’s request for variances to the testing,
project verification, and minimum experience requirements for a one-time Class C2(DR) license
and supervisor’s certificate under City Code Sections 15-157(c), 15-158 and 15-159(a)(5). In
support of this recommendation, staff finds that, based on the application, testing and project
verification materials received, She indicated that Mr. Mizer does not have the experience
necessary for a Class C2(DR) license and supervisor’s certificate.
Manno noted that Mr. Mizer has extensive experience in single-family detatched remodels, and
that his experience may have some transferability into multi-family remodels.
APPLICANT PRESENTATION
Greg Mizer, Streamline Enterprises, Inc., discussed the company’s history, and stated the reasons
for requesting a variance to the required exam and project verifications required for a Class C2(DR)
license and supervisor’s certificate, specifically that the company does not build full structures and
the testing covers all aspects required for full structure builds for both residential and commercial.
Mr. Mizer discussed his experience in basement remodels along the front range. He also noted the
basement project in Fort Collins will be like other basement remodels he has successfully
completed except there is one shared wall. He seeks a one-time variance that is limited to this
project.
COMMISSION QUESTIONS/DISCUSSION
Commissioner Moscrip and Mr. Mizer discussed whether Mr. Mizer will be completing structural
work for the upcoming basement project. Mr. Mizer noted there will not be structural work involved
in the basement remodel.
Commissioner Moscrip asked staff about the differences in licenses. Marcus Coldiron, Chief
Building Official, replied that since Mr. Mizer’s project is a four-plex, Mr. Mizer’s request falls under
the IBC not the IRC.
Chair Richards asked staff to discuss any nuances or differences that may arise in Mr. Mizer’s
project, for example, special fire blocking, sealing up penetrations, fire suspension system, etc.,
that are different from single-unit residences. Mr. Coldiron discussed the differences, including that
the project has one common wall. Coldiron indicated that Mr. Mizer would qualify to complete a
duplex. Coldiron also noted that this project would not require a fire suppression system due to the
age of the building.
Chair Richards asked Mr. Mizer to discuss his experience of working on duplex remodels. Mr. Mizer
discussed fire blocking considerations. He indicated that his contractors were responsible for
meeting code requirements and passing inspections for fire blocking. Mr. Mixer noted that this
project has one penetration that needs to be sealed properly. He noted that he would hire folks to
complete that portion of the project.
Commissioner Poncelow asked staff to clarify if a homeowner in the four-plex could get a permit to
complete a basement remodel project on their unit. Coldiron indicated that a homeowner would
need to hire a licensed contractor to get a permit and complete the project on a unit in a four-plex.
Commissioner Dunbar and Mr. Mizer discussed the existing concrete foundation wall in the unit.
Char Richards asked Mr. Mizer to confirm that Mr. Mizer is only adding two by four stud walls and
drywall to make it a finished basement space. Mr. Mizer agreed and noted that framing will be
minimal.
Commissioner Dunbar discussed that he does not have any issues with allowing Mr. Mizer’s one-
time use variance request.
Commissioner Zimmerman moved that the Building Review Commission grant the requested
variance to waive the written examination, project verification, and minimum experience
requirements under City Code Sections 15-157(c), 15-158, and 15-159(a) with respect to Mr.
Mizer’s application for a Class C2(DR) license and supervisor’s certificate as shown in the
materials for this hearing. This variance is limited to allowing the issuance of a one-time use
Class C2(DR) license and supervisor’s certificate, which may only be used to complete the
basement finish project described in the hearing materials. The Commission finds that: granting
this variance will not be a substantial detriment to the public good or substantially impair the
intent and purposes of Chapter 15, Article V; and that the strict application of these Code
sections would result in peculiar or exceptional practical difficulties to Mr. Mizer because Mr.
Mizer’s experience shows that he has the capabilities to execute this type of work.
Commissioner Poncelow seconded. Yeas: Dunbar, Moscrip, Poncelow, Schneider, Zimmerman,
and Richards. Nays: none.
THE MOTION CARRIED.
Chair Richards encouraged Mr. Mizer to continue working with staff to finalize his paperwork.
