3. AGENDA REVIEW – Adam Molzer reviewed the agenda. The Board accepted the
agenda without modification.
4. PUBLIC PARTICIPATION –
• Bob Pawlikowski introduced himself as a board member of the Affordable
Housing Board
• Sue Beck-Ferkiss invited the Board and guests to attend the next Affordable
Housing Board meeting.
5. APPROVAL OF MINUTES – September 10, 2025 Regular Meeting
Erma Woodfin motioned to approve the September 10, 2025 Human Services and Housing
Funding Board regular meeting minutes as presented. Elizabeth Lok seconded. Approved 5-0.
6. UNFINISHED BUSINESS
• Seasonal Sheltering Efforts
• Brittany Depew presented on the City’s Seasonal Overflow Shelter &
Emergency Weather Activation. There is currently one auxiliary
shelter space at 117 N Mason.
7. NEW BUSINESS
• 2025-2026 Officers Selection
• Olga Duvall moved to nominate Erma Woodfin as Chair for 2025-
2026. Mike Kulisheck seconded nomination. Approved 6-0. Erma
Woodfin moved to nominate Lori Kempter as Vice Chair for 2025-
2026. Olga Duvall seconded nomination. Approved 6-0.
• 2026 Work Plan Draft
• Adam Molzer presented the annual Work Plan draft for 2026.
• Due to Clerk’s Office by end of November
Chris Coy motioned to approve the 2026 Work Plan as presented. Erma Woodfin
seconded the motion. Approved 6-0.
8. LEARNING SERIES PRESENTATION
• Regional Initiatives to Housing Affordability – Alea Rodriguez
• Alea Rodriguez, Housing Stability Program Manager for Larimer
County joined HSHF members for a presentation on housing
challenges in Larimer County and the work of the Office of Housing
Stability. Statistics and details were shared regarding historical and
current housing trends and how the county is responding.
• Vanessa Fenley, Housing Manager for the City of Fort Collins
presented on Affordable Housing in Fort Collins, sharing statistics
and data on the state of housing related to community demand,
affordable housing production, as well as current strategies and
challenges. The Board was also informed of Larimer County, City of
Fort Collins, and City of Loveland’s partnership to develop a Regional
Housing Needs Assessment.
9. BOARD MEMBER REPORTS
• Olga Duvall shared a brief recap after attending the Affordable Housing Board
meeting and encouraged the other Board members to attend in future.
10. STAFF REPORTS
• Adam Molzer shared information on the upcoming Boards & Commissions
Open House on November 17th at City Hall at 5:00 PM.
• The FY24 grant season concluded at the end of September and begun the
FY25 season.
• Adam Molzer hosted an orientation for the 2025-2026 grantee cohort,
introduced the new Housing and Community Vitality Director, and
organizations shared challenges they are currently facing.
11. OTHER BUSINESS
• Grantee Client Story
• Adam Molzer shared a brief impact story by Project Self-Sufficiency
in a recent report.
12. ADJOURNMENT
• Meeting was adjourned at 7:48 pm.
