Participation for this Planning & Zoning Commission Regular Meeting will be in

Online Public Participation:
The meeting will be available to join beginning at 5:45 pm, November 20, 2025.
Participants should try to sign in prior to the 6:00 pm meeting start time, if possible. For
public comments, the Chair will ask participants to click the “Raise Hand” button to
indicate you would like to speak at that time. Staff will moderate the Zoom session to
ensure all participants have an opportunity to address the Board or Commission and
watch the meeting through that site.

• Use a laptop, computer, or internet-enabled smartphone. (Using
earphones with a microphone will greatly improve your audio).
• You need to have access to the internet.
• Keep yourself on muted status.
• Documents to Share: If residents wish to share a document or presentation,
City Staff needs to receive those materials via email by 24 hours before the
meeting. Please email any documents to kkidwell@fcgov.com.
• Individuals uncomfortable or unable to access the Zoom platform or unable to
participate by phone are encouraged to participate by emailing general public
comments you may have to devreviewcomments@fcgov.com . Staff will ensure
the Commission receives your comments. If you have specific comments on
of the email and send 24 hours prior to the meeting.
Appeals:
Appeals of decisions of this Commission must be filed with the City Clerk no more than
14 days following the hearing. You must have participated in the hearing via written or
oral comments, and the issue on appeal must be included in the record of the hearing.

1. CONSIDERATION AND APPROVAL OF THE MINUTES OF AUGUST 21, 2025
The purpose of this item is to approve the minutes from the August 21, 2025, meeting of
the Planning and Zoning Commission.
2. 2025 THREE-MILE PLAN UPDATE
DESCRIPTION: The purpose of this item is to adopt the annual update of the Three-
Mile Plan for the City of Fort Collins, a reference document of plans
and policies coordinating the general location, character,
infrastructure, and land uses for areas of potential annexation within
three miles of the municipal boundary. An annual update of the

3. 2024 BUILDING CODE ADOPTION
LAND USE CODE UPDATE FOR LANDSCAPING IN THE WILDLAND URBAN
INTERFACE AREA
The purpose of this item is to consider the adoption of 2024 Building
Codes, including Energy Code and Wildland Urban Interface Code
(WUI). The 2024 International Codes (2024 I-Codes) represent the
most up-to-date, comprehensive, and fully integrated body of codes
regulating building construction and systems using prescriptive and
performance-related provisions. The purpose of these codes is to
establish the minimum construction requirements to safeguard the
public health, safety, and general welfare by regulating structural
strength and stability, sanitation, light and ventilation, energy
conservation, and property protection from hazards attributed to the
built environment within the City of Fort Collins. Staff seek a
recommendation from the Planning and Zoning Commission that
City Council approve the adoption of the 2024 Building Codes and
local amendments and update to the Land Use Code Section

4. SONDERS VILLAGE – PDP230012
DESCRIPTION: This is a request for a Project Development Review proposing a
Mixed-Use development on an 129.54 acre site generally located
near the northeast corner of Richards Lake Road and Turnberry
Road. This will consist of 689 dwelling units in a mix of Single-family
Detached, Single-family Attached, and 3-story Multifamily (to include
Affordable units), along with a Neighborhood Center. Access will be
taken from Turnberry Road, Richards Lake Road, and extension of
streets in the Brightwater Crossing community. This is located in the
Low Density Mixed Use Neighborhood (LMN) zone district and is
