REGULAR MEETING

3. AGENDA REVIEW
4. CITIZEN PARTICIPATION
a. Marilyn shared that Loveland will be closing their sheltering service at the end
of September. They will have two churches with safe parking.
5. APPROVAL OF MINUTES
Bob Pawlikowski motioned to approve the August 7, 2025 Affordable Housing Board
Meeting Minutes. Josh Beard seconded. Approved 6-0.
6. UNFINISHED BUSINESS – None.
7. NEW BUSINESS
a. Introduction to Neighbor to Neighbor
• Kelly Evans presented an overview of Neighbor to Neighbor services
and the state of affordable housing in Fort Collins.
• Those utilizing eviction prevention services are generally under 30%
AMI. Able to assist 30% of clients in need of support.
• The organization’s revenue comes from donations, rent, grants.
• N2N has 12 programs and has been around 55 years. The programs
fall into three main buckets:
• Rent and utility assistance
• Housing - Landlord for over 100 affordable apartments
• Home ownership and financial education
• Kelly shared that the need is bigger, and they are less able to do
proactive programming, and focus heavily on emergent needs due to
limited funding.
b. Urban Renewal Authority Update
• Andy Smith came to the City from commercial real estate as a broker
and entitlement consultant and is passionate about affordable
housing.
• He was on the board of the URA for 6 years prior to joining its
management with the City.
• Andy shared that the URA is a distinct quasi-governmental entity,
somewhat controlled by the City of Fort Collins similar to the Library
District or PFA. The Board of Commissioners is made up of 11
members. The 7 City Councilmembers, 3 taxing district
representatives, and 1 member appointed by the mayor.
• Andy discussed the scrutinized history of the URA, and how it has
changed to do better.
• Recently acquired properties include 1636 N. College (formerly
Albertsons), and 1513 N College (formerly Budget Host Motel).
• Properties acquired by the URA have the potential to be reimaged as
community hubs as well as affordable housing units.
c. VOA Request For Funding From the Affordable Housing Capital Fund
• The Affordable Housing Capital Fund provides support for the capital
needs of 1 or more affordable housing developments.
• $4 million was set aside over 10 years for affordable housing – capital
needs.
• $1.6M currently available – Switchgrass Crossing is seeking $1.4M
from AHCF for gap funding.
Bob Pawlikowski motioned for the Board to recommend via memo that Council
approve the VOA request for $1.4M in funding from AHCF funds for Switchgrass
Crossing Project as last in funding providing the final amount needed to begin
construction. Claire Bouchard seconded. Approved 6-0.
8. STAFF REPORTS
a. Sue shared that on August 19th City Council voted to refer the Capital
Tax Renewal to the November Ballot.
9. OTHER BUSINESS
a. One Voice for Housing Memo
• The Board agreed to officially support the memo.
Stefanie Berganini made a motion to write a brief memo in official support of the
Once Voice for Housing Memo. Bob Pawlikowski seconded. Approved 6-0.
b. Board Member Updates
• Jorja shared that she attended the National Housing Affordability
Crisis Summit at the U.S. Capitol, and that affordable housing has
bipartisan support across the board. They just passed a federal bill
called “Road to Housing” unanimously 24-0.
