The purpose of this item is to approve the minutes from July 31, 2025 regular meeting of the Building Review Commission. Commissioner Moscrip moved, seconded by Commissioner Dunbar, to approve the Consent Agenda. Yeas: Dunbar, Moscrip, Roberts, Schneider, Zimmerman, and Richards. Nays: none. THE MOTION CARRIED. • DISCUSSION AGENDA 2. TROY HAMMOND, STREET MEDIA GROUP – REQUEST FOR A NEW CLASS C1 LICENSE AND SUPERVISOR’S CERTIFICATE WITHOUT REQUIRED EXAM OR PROJECT VERIFICATIONS Mr. Troy Hammond of Street Media Group is requesting that he be granted a new Class C1 license and supervisor’s certificate without submitting either a passing International Code Council (ICC) testing certificate of the code year required for a new license and supervisor’s certificate or project verifications that meet the quailification requirements. STAFF: Shar Manno, Manager Customer Support, Community Development and Neighborhood Services Russ Hovland, Sr Plans Examiner, Community Development and Neighborhood Services Troy Hammond, Street Media Group, introduced himself. Chair Richards outlined the hearing process. STAFF PRESENTATION Shar Manno, Customer Support Manager, outlined the request for a variance to the required exam and project verifications required for a new Class C license and supervisor’s certificate. She discussed the Code requirements related to evidence of a passing score on the applicable written examination and project verifications. She discussed those submitted by Mr. Hammond, which were deemed insufficient. Additionally, she noted that Mr. Hammond and Street Media Group has been hired to complete bus stop locations in Fort Collins and must acquire contractor licensing to pull required permits. Manno stated staff is recommending approval of Mr. Hammond’s request for a variance based on the application verification materials received that demonstrate that Mr. Hammond does have the experience necessary for a C1 Limited (bus stops only) license and supervisor’s certificate. She outlined the items for the Commission to consider. APPLICANT PRESENTATION Troy Hammond, Street Media Group, discussed the company’s history, and stated the reasons for requesting a variance to the exam requirements of the Class C1 license and supervisor’s certificate, specifically that the company does not build full structures and the testing covers all aspects required for full structure builds for both residential and commercial. He noted his experience building bus stops and transit amenities and seeks a limited variance that is limited to their scope of work. COMMISSION QUESTIONS/DISCUSSION Chair Richards and Mr. Hammond discussed Mr. Hammond’s role in the company, Mr. Hammond’s day-to-day involvement, and type of structures to be built. Mr. Hammond noted the shelters and installations include roofs. He stated that the shelters come in parts and the company uses a crane and equipment necessary for installation. They discussed that the shelters are installed with foundation systems, reinforcing, benches, and pass the required City inspections. Commissioner Dunbar asked about the staff permitting process. Russ Hovland, Sr Plans Examiner, clarified the process, including the internal coordination between Building Services Department and Engineering Department. Commissioner Dunbar and Chair Richards noted the similarities between flagpole installations, retaining walls, netting, and other specialized trades that have asked for a limited license for their projects. Commissioner Dunbar moved that the Building Review Commission grant the requested variance to waive the written examination requirement under City Code Sections 15-157(c) and 15- 158(c)(1) and the project verification requirement under City Code Section 15-158, and the minimum experience requirement under City Code Section 15-159(a)(5) with respect to Mr. Hammond’s application for a Class C1 license and supervisor’s certificate as shown in the materials for this hearing. This variance is limited to allowing the issuance of a Class C1 license and supervisor’s certificate solely for the installation of bus stop structures that may be built under such license. The Commission finds that: granting this variance will not be a substantial detriment to the public good or substantially impair the intent and purposes of Chapter 15, Article V; and Mr. Hammond has demonstrated to the satisfaction of the Commission that they possess other qualifications not specifically listed in City Code Chapter 15, Article V, which the Commission has determined qualify them to perform in a competent manner the installation of bus stop structures authorized under a Class C1 license and supervisor’s certificate. Commissioner Zimmerman seconded. Yeas: Dunbar, Moscrip, Roberts, Schneider, Zimmerman, and Richards. Nays: none. THE MOTION CARRIED.
