ROLL CALL a) Board Members Present – Natalie Barnes, Kathy Bauer, Myra Powers, Renee Sherman, and Nancy Zola b) Board Members Absent – Heidi Shuff and Christopher Staten c) Staff Members Present – Ellen Martin, Liz Good d) Guests – None present 3. AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES, August 27, 2025 Ms. Powers moved approval of the minutes from August 27 Ms. Barnes seconded. Unanimously approved. 6. NEW BUSINESS a) COOLING TOWER MURAL REVIEW Ms. Martin presented the project. Artist Noel Miller was selected from the Artist Consultant List by the project team to paint the mural. The design is called Wheat Sunset. Ms. Sherman moved we approve the Cooling Tower Mural Ms. Zola seconded. Unanimously approved. b) APP DISCUSSION – 30TH ANNIVERSARY AND BOARD MERGER Ms. Martin confirmed the event has been set for Saturday, November 8, 6:00- 8:30 pm. The Board had previously discussed the possibility of projection art at the 30th anniversary event to help activate the building. APP has researched companies for digital projection mapping of the historic Carnegie Library. This uses APP funds from the Center for Creativity renovation. The Board suggested a Mayoral Proclamation at City Council and reiterated its desire to invite past Board members and City Council Members involved with the founding of the program. ART IN PUBLIC PLACES REGULAR MEETING 9/17 /20 2 5 – MINUTES Page 2 Cheryl Donaldson and Eileen May requested that staff ask the Board if there were any additional questions about the Board merger. Ms. Zola presented a list of questions. There was further discussion that the Board wanted more information about the process and changes. The Board asked to receive any information that is being shared with the public. They also asked if there would be an opportunity to promote the new Board at the APP 30th Celebration. 7. STAFF REPORT Ms. Martin shared the highlights. The full report will be emailed to the Board. 8. OTHER BUSINESS Ms. Good shared that artist Ben Hatcher started his corgi themed Pianos About Town Mural and will be painting during the Tour de Corgi. 9. ADJOURNMENT 4:28 PM Minutes approved by the chair and a vote of the Board/Commission on XX/XX/XX MONTHLY UPDATES: 215 MASON LOBBY: Artist Rafe Ropek has been contacted and is interested in working on the remodeling project that will affect his APP project currently in the space. ASPHALT ART, Canyon/Magnolia/Sherwood and Maple/Roosevelt: This is a FC Moves project with support from APP. Maintenance and design updates have been completed. CENTER FOR CREATIVITY, 200 Mathews St.: Artist Noelle Miller was selected from the Artist Consultant List to paint the cooling tower mural. She’ll be painting starting this week. COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team selected Mark Leichliter from the Design Consultant List. This project is under contract and currently is in fabrication. Estimated installation is December/January. COLLEGE AVE. AND TRILBY INTERSECTION: The project team will select an artist from the pre-approved list. ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper presented her design to the board and the project was approved. This project is under contract and in fabrication. Installation has been delayed to November. I-25 AND PROSPECT INTERCHANGE: Artist Stephen Shachtman was selected for this project and it has been approved by the Board and City Council. This project is under contract and in fabrication. Installation was delayed, but is now set for before the end of the year. LAPORTE AVE MULTIMODAL, Laporte Ave. between Fishback Ave. and Sunset St.: Artist James Lynxwiler is currently meeting with the project team and developing art for the project. MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist within a 75-mile radius of Fort Collins. There will be different phases to this project. OAK STREET STORMWATER IMPROVEMENTS, Oak Street from Jackson Ave. to Mason St.: Artist Mark Aeling was selected for this project. This project has been approved by the Board and Council. We are currently sharing information on the project website and newsletter, and finalizing a contract. PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2024 and 2025 designs. The 2023 pavers are in being installed. PIANOS ABOUT TOWN PROJECT: Artist Chyna Mapel is painting the last mural of the season and will finish October 26. See image below. POWER TRAIL AND HARMONY CROSSING, Harmony Road between McMurry Ave. and Timberline Rd.: Artist Todd Kundla was selected for this project. The final design was approved by the Board and Council. The project is under contract and in fabrication. Art installation has been postponed until 2026. TAILWINDS PARK (FORMERLY BACON & SCHOOLSIDE PARK), Timberline Rd, near Bacon Elementary: Artist Gregory Fields was selected for this project. The artwork has been installed and there was a ribbon cutting at the park. See images on front page. TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the pre-approved list. SOUTHEAST COMMUNITY CENTER, adjacent to Fossil Ridge High School and north of Twin Silo Community Park: Six finalists were selected and will be interviewed soon. SOUTHRIDGE GREENS NEIGHBORHOOD BRIDGE MURALS, Front Nine Drive and Fairway 6 Drive: The project has been delayed until spring 2026. TRANSFORMER CABINET MURAL PROJECT: The 2025 murals have been approved and are being painted. TRANSFORMER CABINET MURAL PROJECT — AMELIA CARUSO: Amelia is currently working to paint a mural on the site of one of the first cabinet murals in Tenney Alley. She is expected to complete the mural shortly. UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Allie Ogg has finalized her four story panels and presented to the Utility team. Allie continues to work on additional illustrations for Utilities. WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter is currently meeting with the project team and developing art for the project. WILLOW STREET, Willow from Linden to Lincoln and Lincoln from Willow to Riverside: Staff will issue an RFQ for a Colorado artist. This project is on hold.
