HomeMy WebLinkAboutLIQUOR LICENSING AUTHORITY - MINUTES - 12/18/2024 LIQUOR LICENSING AUTHORITY MINUTES Regular Meeting. – December 18, 2024 1:00 p.m. Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held December 18, 2024, via Zoom Link, Chief Municipal Judge Jill Hueser presiding. Secretary’s Note: All applications were heard via Zoom. Staff in attendance: Holly Coulehan, Assistant City Attorney II Carrie Ripsam, Liquor Enforcement Officer Aimee Jensen, Regulatory Licensing Specialist Consent Agenda Approved  Minutes from November 18, 2024, Liquor Licensing Authority meeting. Liquor Enforcement Update Liquor Enforcement Officer Ripsam stated that no compliance checks have been conducted since the November 18, 2024 Liquor Licensing Authority meeting. Show Cause Hearing for Las Isabeles, LLC, dba La Buena Vida, 901 East Harmony Road, Unit 140, Stipulation Agreement Hugo Caballero, representative for Las Isabeles, LLC, stated he has had an opportunity to review the stipulation agreement and has agreed to the terms. Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the licensee agreed to a -day suspension, days served (paid $ fine in lieu of suspension), with days held in abeyance for 1 year for violating C.R.S. 44-3-901(1)(a) of the Colorado Liquor Code – Sale to Visibly Intoxicated person by employee. Chief Municipal Judge Hueser approved the findings, conclusion and order, accepting the stipulation agreement as presented for Las Isabeles, LLC, dba La Buena Vida, 901 East Harmony Road, Unit 140. Mr. Patel answered a series of questions asked by Mr. Ream. Mr. Patel stated if there is a disturbance at the store, he will call 911. Chief Municipal Judge Hueser approved the transfer of ownership application from Big Barrel, LLC, dba Pringles Fine Wine & Spirits, 2100 West Drake Unit 11. Transfer of Ownership Application from Sweet Effervescence, Inc., dba Retreat Bakery Bar, 2601 South Lemay Avenue, Unit 21, Approved Caterina Hall-Richards and Michael Joseph Owen, representative for Sweet Effervescence, Inc., briefly described the business. Mr. Owen stated he has had 25 years of hospitality experience. Chief Municipal Judge Hueser approved the transfer of ownership application from Sweet Effervescence, Inc., dba Retreat Bakery Bar, 2601 South Lemay Avenue, Unit 21. Change in Location Application from Dillon Companies, LLC, dba King Soopers Div No. 18, from 2325 South College Avenue to 2535 South College Avenue, Approved Adam Stapen, attorney representing Dillon Companies, LLC, stated he has two witnesses for the Authority. Eva Garretson, representative for LiquorPros, was sworn. She stated she was hired by Dillon Companies, LLC to conduct this survey and stated they do not guarantee results. Ms. Garretson briefly described the petitioning process and that it indicates neighborhood support for this application. Alina Brusilofsky, beverage manager for Dillon Companies, LLC, was sworn. In response to questions from Mr. Stapen, she described the new premises, stating it is 3 times the size of the existing location. Chief Municipal Judge Hueser approved the change in location application from Dillon Companies, LLC, dba King Soopers Div No. 18, from 2325 South College Avenue to 2535 South College Avenue. New Hotel-Restaurant Liquor License Application from RBE Fort Collins, LLC, dba Another Broken Egg Café, 2909 East Harmony Road, #140, Approved Marc Rogers and Brian Jones, representative for RBE Fort Collins, LLC, briefly described the concept of the restaurant. Eva Garretson, representative for LiquorPros, LLC, was sworn. She stated that they do not guarantee results. Ms. Garretson stated the petitions show support for this application. In response to questions from the Authority, Mr. Jones described how they will control the sale and service of alcohol. He confirmed that alcohol will be stored in the manager’s office and behind the bar. Mr. Jones stated the patio is visible from inside the restaurant. Chief Municipal Judge Hueser adopted Resolution 2024-021 approving the hotel-restaurant liquor license application from RBE Fort Collins, LLC, dba Another Broken Egg Café, 2909 East Harmony Road, #140. New Hotel-Restaurant Liquor License Application from Huckabuk, LLC, dba Huckabuk’s Hideaway at 3541 East Harmony Road, Suite 110, Approved Gerard Boyle, representative for Huckabuk, LLC, was sworn. He stated he is the managing member of the LLC and that he conducted the petitioning. In response to questions from the Authority, Mr. Boyle described the petitioning process and that it indicates strong support for this application. He stated he has been in the restaurant business for 34 years. Mr. Boyle briefly described the training all employees will be required to complete before they are allowed to serve alcohol. He stated the patio is visible from inside the restaurant. Chief Municipal Judge Hueser adopted Resolution 2024-020 approving the hotel-restaurant liquor license application from Huckabuk, LLC, dba Huckabuk’s Hideaway at 3541 East Harmony Road, Suite 110.
