LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – July 16, 2025

A regular meeting of the Liquor Licensing Authority was held July 16, 2025, via Zoom Link, Chief
Municipal Judge Hueser presiding. All applications were heard via Zoom.

Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
• July 3, 2025, visiting 12 liquor license establishments, 3 of which served the underage
operative: a failure rate of 25% for the evening.
Liquor Enforcement Officer Ripsam stated the overall failure rate is 21.10% for 2025.
Show Cause Hearing for Mewabote, Inc., dba
All Season Liquors, 2724 S College Ave, Stipulation Agreement
The entirety of this hearing was translated by Nepali interpreter Yuki Karki, court approved by OLA
in COJB. Sirjana Sitaula, representative for Mewabote Inc., stated she has had an opportunity to review
the stipulation agreement and has agreed to the terms.
Chief Municipal Judge Hueser reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 18-day suspension: eight (8) days will be served by a paying a fine in lieu of suspension
(paid $3535.99 fine in lieu of suspension), with ten (10) days held in abeyance for 1 year for violating
C.R.S. 44-3-901(1)(b)(I) of the Colorado Liquor Code – Sales/Service to Minors Prohibited.
Chief Municipal Judge Hueser approved the findings, conclusion and order, accepting the stipulation
agreement as presented for Mewabote, Inc., dba All Season Liquors, 2724 S College Ave .

Show Cause Hearing for Brinker Restaurant Corporation, dba
Chili’s Hamburger Grill and Bar, 3524 S College Ave, Stipulation Agreement
Sam Jupiter, General Manager, and Brian Profitt, legal representative for Brinker Restaurant
Corporation, stated they had an opportunity to review the stipulation agreement and have agreed to
the terms.
Chief Municipal Judge Hueser reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 16-day suspension, 6 days served (paid $2,193.32 fine in lieu of suspension), with 10 days
held in abeyance for 1 year for violating C.R.S. 44 -3-901(1)(b)(I) of the Colorado Liquor Code –
Sales/Service to Minors Prohibited.
Chief Municipal Judge Hueser approved the findings, conclusion and order, accepting the stipulation
agreement as presented for Brinker Restaurant Corporation, dba Chili’s Hamburger Grill and Bar,
3524 S College Ave.
Show Cause Hearing for Mini Mart, Inc., dba
Loaf n Jug #750812, 1601 S College Ave, Stipulation Agreement
Jeff Blandin, District Manager, and Brian Profitt, legal representative for Mini Mart, Inc., stated they
had an opportunity to review the stipulation agreement and h ave agreed to the terms.
Chief Municipal Judge Hueser reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 35-day suspension: ten (10) days will be served per a prior stipulation agreement from
10/16/2024, five (5) days will be served by a paying a fine in lieu of suspension (paid $500 fine in lieu
of suspension), with ten (10) days held in abeyance for 1 year for violating C.R.S. 44 -3-901(1)(b)(I) of
the Colorado Liquor Code – Sales/Service to Minors Prohibited.
Chief Municipal Judge Hueser approved the findings, conclusion and order, accepting the stipulation
agreement as presented for Mini Mart, Inc., dba Loaf n Jug #750812, 1601 S College Ave.
Show Cause Hearing for Harry & Daman Ent. Inc & 7-Eleven Inc., dba
7-11 #35880B, 1401 West Elizabeth, Stipulation Agreement
Komal Randhawa, representative for Harry & Daman Ent. Inc & 7 -Eleven Inc., stated she had an
opportunity to review the stipulation and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 30-day suspension, ten (10) days served by a paying a fine in lieu of suspension (paid
$694.32 fine in lieu of suspension), with twenty (20) days held in abeyance for 1 year for violating
C.R.S. 44-3-901(1)(b)(I) of the Colorado Liquor Code – Sales/Service to Minors Prohibited.
Chief Municipal Judge Hueser approved the findings, conclusion and order, accepting the stipulation
agreement as presented for Harry & Daman Ent. Inc & 7-Eleven Inc., dba 7-11 #35880B, 1401 West
Elizabeth.

Show Cause Hearing for 1501 Liquor Inc., dba
C&C Liquors, 1501 West Elizabeth St, #1, Stipulation Agreement
Kabita Parajiuli, representative for 1501 Liquor Inc., stated she had an opportunity to review the
stipulation agreement and has agreed to the terms.
Chief Municipal Judge Hueser reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 17-day suspension, seven (7) days served by a paying a fine in lieu of suspension (paid
$5,000 fine in lieu of suspension), with 10 days held in abeyance for 1 year for violating C.R.S. 44 -3-
901(1)(b)(I) of the Colorado Liquor Code – Sales/Service to Minors Prohibited.
Chief Municipal Judge Hueser approved the findings, conclusion and order, accepting the stipulation
agreement, amended to strike out the signage posting requirement, for 1501 Liquor Inc., dba C&C
Liquors, 1501 West Elizabeth St, #1.
Transfer of Ownership Hearing for MFJB Inc., dba
Limonata, 1002 S College Ave, Approved
John Beck, representative for MFJB Inc., described their business plan and proposed activities. He
answered questions from the Authority.
Chief Municipal Judge Hueser approved the transfer of ownership application from MFJB, Inc., dba
Limonata, 1002 South College Avenue.
