LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – April 16, 2025, 2025

A regular meeting of the Liquor Licensing Authority was held April 16, 2025, via Zoom Link,
Associate Municipal Judge Nieto presiding.
Secretary’s Note: All applications were heard via Zoom.

Minutes from March 19, 2025, Liquor Licensing Authority Meeting
Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
April 2, 2025, visiting 15 liquor licensed establishments, 2 of which served the underage
operative: a failure rate of 13.33% for the evening.
April 10, 2025, visiting 14 liquor licensed establishments, 4 of which served the underage
operative: a failure rate of 20.69% for the evening.
Liquor Enforcement Officer Ripsam stated the overall failure rate is 25% for 2025.
Show Cause Hearing for Trimitra, LLC, dba
DGT, 120 West Laurel Street, Stipulation Agreement
Pasang Sherpa, representative for Trimitra, LLC, stated he has had an opportunity to review the
stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 20-day suspension, 7 days served (paid $500 fine in lieu of suspension), with 13 days held
in abeyance for 1 year for violating C.R.S. 44-3-901(1)(b)(I) of the Colorado Liquor code –
Sales/Service to Minors Prohibited and violating C.R.S. 44-3-901(1)(h) – selling alcohol without a
license.

Assistant Municipal Judge Nieto approved the findings, conclusion and order, accepting the
stipulation agreement as presented for Trimitra, LLC, dba DGT, 120 West Laurel Street.
Show Cause Hearing for Mountain Creole, Inc., dba
Lucile’s, 400 South Meldrum Street, Stipulation Agreement
Tony Hanks, representative for Mountain Creole, Inc., stated he has had an opportunity to review the
stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held
in abeyance for 1 year for violating C.R.S. 44-3-901(1)(b)(I) of the Colorado Liquor code –
Sales/Service to Minors Prohibited.

stipulation agreement as presented for Mountain Creole, Inc., dba Lucile’s, 400 Meldrum Street.
Show Cause Hearing for WKM Ventures, Inc., dba
Neighborhood Liquors, 4631 South Mason Street
Weston Unruh, representative for WKM Ventures, Inc., stated he has had an opportunity to review
the stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 15-day suspension, 5 days served (paid $1770.15 fine in lieu of suspension), with 10 days
held in abeyance for 1 year for violating C.R.S. 44-3-901(1)(b)(I) of the Colorado Liquor code –
Sales/Service to Minors Prohibited.
Assistant Municipal Judge Nieto approved the findings, conclusion and order, accepting the
stipulation agreement as presented for WKM Ventures, Inc., dba Neighborhood Liquors, 4631 South
Mason Street.
Show Cause Hearing for Jeskis, Inc., dba
Suehiro Japanese Restaurant, 4431 Corbett Drive, Stipulation Agreement
Davonne Smith, representative for Jeskis, Inc., stated she has had an opportunity to review the
stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held
in abeyance for 1 year for violating C.R.S. 44-3-901(1)(b)(I) of the Colorado Liquor code –
Sales/Service to Minors Prohibited and violating C.R.S. 44-3-301(4)(a) – liquor licenses shall be
conspicuously placed at all times on the licensed premises.

Assistant Municipal Judge Nieto approved the findings, conclusion and order, accepting the
stipulation agreement as presented for Jeskis, Inc., dba Suehiro Japanese Restaurant, 4431 Corbett
Drive.
Show Cause Hearing for L & C Corporation, dba
Thai Pepper, 109 East Laurel Street, Stipulation Agreement
Isra Putvattana, representative for L & C Corporation, through an interpreter, stated he has had an
opportunity to review the stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 15-day suspension, 5 days served from start of business on April 17, 2025 to end of
business on April 21, 2025 with 10 days held in abeyance for 1 year for violating C.R.S. 44-3-
901(1)(b)(I) of the Colorado Liquor code – Sales/Service to Minors Prohibited.
Assistant Municipal Judge Nieto approved the findings, conclusion and order, accepting the
stipulation agreement as presented for L & C Corporation, dba Thai Pepper, 109 East Laurel Street.
Temporary Modification of Premise Application from
Vatos Tacos & Tequila, LLC, dba Vatos Tacos & Tequila,
234 North College Avenue, Approved
Richard Lucio briefly described the proposed change. He stated that they will open the additional
premises only on the weekends. Mr. Lucio described how alcohol service will be conducted in a safe
manner.
Assistant Municipal Judge Nieto approved the temporary modification of premise application from
Vatos Tacos & Tequila, LLC dba Vatos Tacos & Tequila, 234 North College Avenue.
New Beer and Wine Application from Aspen and Pines, LLC, dba
The Duchess Tea Room, 255 Linden Street, Continued
Praewpun St. Pierre, representative for Aspen and Pines, LLC, was sworn. In response to questions
from the Authority, Ms. St. Pierre explained her process petitioning for signatures.
Assistant City Attorney Coulehan expressed concerns that there were no residents included in the
petition, making it difficult to fully assess the needs and desires of the area.
Chief Municipal Judge Hueser continued the hearing on the new beer and wine application for Aspen
and Pines, LLC to April 16, 2025 so the applicant can get additional signatures from residents for the
petition.
New Application from Taqueria Del Barrio, LLC, dba
Taqueria Del Barrio, 1802 North College Avenue, Continued
Jesus Santiago Zepeda and Leslie Cardenas, representatives for Taqueria Del Barrio, LLC, were sworn.
Ms. Cardenas explained her process for petitioning.

Assistant City Attorney Coulehan confirmed that none were opposed to the application.
The Authority asked Mr. Zepeda to explain the violations that were not disclosed on the application
but found in the background check. After realizing that he needed interpretation, Chief Municipal
Judge Hueser continued the hearing on the new application from Taqueria Del Barrio, LLC to April
16, 2025 to ensure that a court-appointed interpreter was present.
