LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – March 19, 2025

A regular meeting of the Liquor Licensing Authority was held March 19, 2025, via Zoom Link, Chief
Municipal Judge Jill Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.

Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
March 5, 2025, visiting 14 liquor licensed establishments, 3 of which served the underage
operative: a failure rate of 28.57% for the evening.
March 18, 2025, visiting 15 liquor licensed establishments, 2 of which served the underage
operative: a failure rate of 13.33% for the evening.
Liquor Enforcement Officer Ripsam stated the overall failure rate is 26.6% for 2025.
Show Cause Hearing for Nirbhau, LLC & 7-Eleven, Inc., dba
7-Eleven Store 26927C, 1600 South Lemay Avenue, Stipulation Agreement
Charlie Fife, attorney representing Nirbhau, LLC & 7-Eleven, Inc., stated he has had an opportunity
to review the stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held
in abeyance for 1 year for violating C.R.S. 44-3-901(1)(b)(I) of the Colorado Liquor code –
Sales/Service to Minors Prohibited.

Assistant City Attorney Coulehan informed the licensee that they need to use an LED vendor
approved training for staff.
Officer Ripsam also stated that she conducts in-person training for liquor compliance.
Chief Municipal Judge Hueser approved the findings, conclusion and order, accepting the stipulation
agreement as presented for Nirbhau, LLC & 7-Eleven, Inc., dba 7-Eleven Store 26927C, 1600 South
Lemay Avenue.
Temporary Modification of Premise Application from
Konstruct Brewing, LLC, dba Konstruct Brewing,
3027 East Harmony Road, Suite 2, Approved
Jack Lackey, representative for Konstruct Brewing, LLC, briefly described the proposed changes,
answered questions from the Authority, and responded to questions from City staff.
Assistant City Attorney Coulehan confirmed that Mr. Lackey would be putting up a sign outside to
indicate that no alcohol will be allowed past a specific point.
Officer Ripsam confirmed that the establishment is open to all ages and that the entryway will be a
part of the licensed establishment for purposes of the temporary modification. This will be clarified
for the main license.
Chief Judge Hueser approved the temporary modification of premise application from Konstruct
Brewing, LLC, dba Konstruct Brew, 3027 East Harmony Road, Suite 2.
Temporary Modification of Premise Application from
Wayne Corp., LLC, dba Music City Hot Chicken,
1820 North College Avenue, Suite 180, Approved
Sam Graf, representative for Wayne Corp, LLC, briefly described the proposed changes, answered
questions from the Authority, and responded to questions from City staff.
Assistant City Attorney Coulehan asked the applicant about ID verification for the wristbands. The
applicant stated that ID’s will be checked on entry by security.
Chief Municipal Judge Hueser approved the temporary permit application from Wayne Corp, LLC,
dba Music City Hote Chicken, 1820 North College Avenue, Suite 180.
Transfer of Ownership Application from Three Sisters Kitchens, LLC, dba
The Cooking Studio Fort Collins, 123 North College Avenue, Suite #130, Approved
Steven Nalls, representative for Three Sisters Kitchens, LLC, described their business plan and
proposed activities. He answered questions from the Authority.

Assistant City Attorney Coulehan asked the Clerk’s Office how the licensed area is designated on the
diagrams. Additionally, she notified new applicants of compliance checks.
Officer Ripsam explained compliance checks further.
Chief Municipal Judge Hueser approved the transfer of ownership application from Three Sisters
Kitchens, LLC, dba The Cooking Studio Fort Collins, 123 North College Avenue, Suite #130.
New Beer and Wine Application from Aspen and Pines, LLC, dba
The Duchess Tea Room, 255 Linden Street, Continued
Praewpun St. Pierre, representative for Aspen and Pines, LLC, was sworn. In response to questions
from the Authority, Ms. St. Pierre explained her process petitioning for signatures.
Assistant City Attorney Coulehan expressed concerns that there were no residents included in the
petition, making it difficult to fully assess the needs and desires of the area.
Chief Municipal Judge Hueser continued the hearing on the new beer and wine application for Aspen
and Pines, LLC to April 16, 2025 so the applicant can get additional signatures from residents for the
petition.
New Application from Taqueria Del Barrio, LLC, dba
Taqueria Del Barrio, 1802 North College Avenue, Continued
Jesus Santiago Zepeda and Leslie Cardenas, representatives for Taqueria Del Barrio, LLC, were sworn.
Ms. Cardenas explained her process for petitioning.
Assistant City Attorney Coulehan confirmed that none were opposed to the application.
The Authority asked Mr. Zepeda to explain the violations that were not disclosed on the application
but found in the background check. After realizing that he needed interpretation, Chief Municipal
Judge Hueser continued the hearing on the new application from Taqueria Del Barrio, LLC to April
16, 2025 to ensure that a court-appointed interpreter was present.
New Application from Wobble, LLC, dba
Wobble, 244 North College Avenue, Suite 140, Approved
Miles Storm, representing Wobble, LLC, was sworn in.
Brian Proffitt, attorney representing Wobble, LLC, asked Mr. Storm questions regarding his
background and the petition process the applicant followed. Mr. Proffitt mentioned that 97 emails
had been sent to the Clerk’s Office in support of Wobble, with 15 of those from parties-in-interest.
Judge Hueser recognized that 15 emails from parties-in-interest supporting the business were sent to
the Clerk’s Office, but she did not have the opportunity to read and review these emails.

Mr. Proffitt asked Mr. Storm questions regarding the nature of the business, operations, policies, and
the setup of the establishment.
Mr. Proffitt explained that the applicant and the City have already signed a stipulation agreement with
additional conditions on the operation of the license.
Assistant City Attorney Coulehan explained the circumstances around the creation of the stipulation
agreement. City staff and Wobble representatives met to discuss the business operations. The
stipulation is in effect with the understanding that complying with the conditions will not impact police
services in the area with the existing undue concentration of tavern licenses.
Chief Municipal Judge Hueser approved the new tavern liquor license from Wobble, LLC, Wobble,
244 North College Avenue.
