CALL TO ORDER: 5:40 PM 2. AGENDA REVIEW – Adam Molzer reviewed the agenda. The Board accepted the agenda without modification. 4. CITIZEN PARTICIPATION – • Bob Pawlikowski introduced himself to the board as a liaison and Vice Chair of the Affordable Housing Board and the Director of Finance for CARE Communities. He invited the Board to attend the next AHB meeting at Heartside Hill on October 2nd. 5. APPROVAL OF MINUTES – March 12, 2025 & April 30, 2025 Special Meetings Lori Warren motioned to approve the March 12, 2025 Human Services and Housing Funding Board special meeting minutes as presented. Olga Duvall seconded. Approved 7-0. Erma Woodfin motioned to approve the May 14, 2025 Human Services and Housing Funding Board special meeting minutes as presented. Christine Koepnick seconded. Approved 7-0. 6. UNFINISHED BUSINESS – None. 7. NEW BUSINESS • 2025-2026 Officers Nominations – Vote in October • Adam Molzer described the officer nomination process. The Board discussed and will vote in the October meeting. • Affordable Housing Board Feedback & Process Improvements for 2026 • Adam Molzer shared competitive process reflections including feedback from the Affordable Housing Board for 2025 as well as potential process improvements for 2026. • Introduce Learning Series 2025-2026 – Affordable Housing • Adam Molzer outlined future opportunities with guest speakers/subject matter experts invited to present at upcoming board meetings. • FY24 Outcomes Reporting (Oct.2025-Mar.2025) • Adam Molzer presented the new model for reporting measurable outcomes from organizations that receive funds. 8. BOARD MEMBER REPORTS – • Olga Duvall shared concerns and questions related to the homelessness crisis with the closing of a Loveland shelter and fire at the Fort Collins Rescue Mission. 9. STAFF REPORTS – • Adam Molzer shared the upcoming event: NOCO Housing Now Summit hosted by the Chamber at the Embassy. 10. OTHER BUSINESS – None. 11. ADJOURNMENT • Meeting was adjourned at 7:42 pm. Minutes approved by the Chair and a vote of the Board on XX/XX/XX Work Plan City of Fort Collins Human Services & Housing Funding Board 2026 Work Plan The Human Services and Housing Funding (HSHF) Board is responsible for advising City Council and City staff on matters pertaining to the following: federal Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Programs; human services issues of concern to the City; and community development needs of low- and moderate-income individuals and families, and suggesting programs to meet those needs. The HSHF Board also provides recommendations to the City Council and City staff concerning expenditure of federal and City funds for human services and affordable housing, in accordance with the Competitive Process framework developed by City staff. The following items are included in the HSHF Board’s 2026 Work Plan: 1. Competitive Funding Process: Process Improvement Support The HSHF Board will continue to work with City staff to improve the Competitive Process for federal CDBG and HOME programs, the Affordable Housing Fund (AHF), the Human Services Program (HSP), and the Homelessness Response Program (HRP). 2. CDBG FY 2026: Funding Recommendations CDBG Program funding recommendations involve the review and endorsement to City Council of project/program proposals eligible to receive the City’s federally funded CDBG program dollars for activities such as affordable housing, public facilities, economic development and public services. 3. HOME FY 2026: Funding Recommendations HOME Program funding recommendations involve the review and endorsement to City Council of project/program proposals eligible to receive the City’s federally funded HOME program dollars for affordable housing. 4. Human Services Program, Homelessness Response Program and Affordable Housing Fund: Funding Recommendations HSP and AHF funding recommendations involve the review and endorsement to City Council of project/program proposals eligible to receive the City’s general fund dollars for human services and affordable housing. A spring funding process will be conducted in 2026 for Affordable Housing only. 5. City’s Housing & Community Vitality Department Programs and Community Initiatives The HSHF Board will continue to play a stakeholder role for review and input as work continues both within the City organization and in the community regarding issues surrounding poverty, human services, affordable housing, homelessness, community development and community vitality.
